This Project is being funded in part by a grant from the Texas Community Development Block Grant Program (TxCDBG), as authorized by the Housing and Community Development Act of 1974 (as amended). The Project is being sponsored by the City of LaWard and is being administered by the Texas Department of Agriculture (TDA). Bids shall be for furnishing of all labor, materials, equipment, rig, crew, plant and superintendence, and for performing the specified Work required to furnish and install drilling of a new public supply well to a depth of approximately 350 feet, installation of pump and components including electrical and control panel modifications, modifications to the treatment components and installation of yard piping and appurtenances. Specified Work is set out in Document No. 00300 of these Contract Documents. A Bid Bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the CITY OF LAWARD or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the TDA Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. The CITY OF LAWARD reserves the right to reject any and all bids and to waive informalities in the bidding. In case of ambiguity or lack of clearness in stating prices in any Bid, the CITY OF LAWARD reserves the right to consider the most advantageous construction thereof, or to reject the Bid. The Award of the Construction Contract, which is anticipated to be within sixty (60) calendar days of the Bid Date specified above, shall be made to the responsible Bidder submitting the lowest, qualified, acceptable Bid who, in the opinion of the CITY OF LAWARD, offers the Bid in the best interests of the City. All contractors/subcontractors who's System of Award Management (Sam.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal programs may not undertake any activity in part or in full under this project. All plan holders and/or potential Bidders are STRONGLY urged to attend.
