Initiating Organization: Engineering District 9-0 Agreement Type: Project Specific 100% State Funded: No Services Requested: Design and Misc Services Agreements: E06512 SR 1025 over Burgoon Run and 8th Street over Fox Run Bridges E06513 PA 31 over Finn Run and SR 4027 over Scrubgrass Creek Bridges E06514 T-376 over Oldtown Run and PA 865 over Lloydsville Run Bridges E06515 SR 3011 over Barnett's Run and SR 1005 over Aughwick Creek Bridges E06526 SR 4033 over Roaring Run and SR 4029 over North Fork Bens Creek Bridges The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating agreements based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking. All questions and answers are required to go through ECMS's "Questions and Responses" forum. The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 5 years. The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 12 % of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below. The District will establish an order of ranking of seven (7) firms from one (1) State of Interest discussing only the 8th Street over Fox Run Bridge Project of agreement E06512. The top five (5) firms will each be ranked 1st per Bridge Agreement. The 6th and 7th ranked firms will become #2 and #3 under each agreement. The Department will assume a firm is interested in each agreement. If a firm is not interested in one of the agreements, then this should be clearly stated. The anticipated date of selection for this agreement is 11/12/2025, with a NTP for Preliminary Engineering phases anticipated 3/1/2026.
