All work shall be performed in accordance with, and all materials shall comply with, the requirements of applicable sections of the current Edition of the Construction and Material Specifications of the Department of Highways of the State of Ohio, and with the contract drawings. Interpretation of Specifications shall be made by the Engineer, and his decision shall be final and binding. In the event of a conflict between the Specifications and the Drawings, the Drawings shall take precedence. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with O.R.C. 153.54. Certification shall be made by completing a Declaration Regarding Material Assistance/Nonassistance to a Terrorist Organization Form. The Perry Township Trustees may reject any or all of the bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by any unsuccessful bidder against Perry Township. The Perry Township Trustees reserve the right to waive any irregularities in the form of the bid that do not affect or destroy competitive bidding.
