The work specified in this Section includes the anticipated conflicts, which may exist with existing utilities. A reasonable attempt has been made to locate the existing utilities; however, the exact location, and/or depth are unknown in most instances. Locations and dimensions shown in the Plans for existing facilities are in accordance with available information obtained without uncovering, measuring, or other verification. It shall be the responsibility of the Contractor to locate existing utilities and their depth. If any Bidder desires interpretation or clarification of the Contract Provisions and Contract Plans, the Bidder shall make a written request to the Engineer for such clarification or interpretation prior to the submission of a Proposal. This project is funded by the City of Kittitas, the Washington State Public Works Board program with state funds, and the Washington State Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development. For furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Reservoir 2. The contract provides for the construction of a Base Bid for 35-foot diameter, 124-foot tall welded steel reservoir with concrete foundation, appurtenances, site piping, 12-inch transmission main, electrical, and site grading. The Contract also has additive schedules (option with Owner) for additional reservoir volume, integration of inlet/outlet vaults within the concrete foundation, additional gravel restoration, and compliance with BABA requirements. Contractors are required to bid the Base Bid and all additive schedules. Failure to do so shall make the bid unresponsive. Engineer Estimate: $3,400,000 to $4,100,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Work shall be Substantially complete within 200 working days after the commencement date stated in the Notice to Proceed. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the City of Kittitas and in an amount of not less than five percent (5%) of the total Proposal amount. The City of Kittitas expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal.
