Reference Number 0000399678 Question Deadline 10/07/2025 at 4:00 PM MT Questions are submitted online Yes The University of Utah (U Facilities or UU) is soliciting the services of qualified engineering and/or A/E firms to perform consulting services in the early phases with later potential design services (Phase III) for the following project. The University of Utah Facilities is seeking statements of qualifications for qualified firms to act in an Owner-Advisor/Program Management role. This firm will prepare a comprehensive utility infrastructure investigation and determine the capacity and conditions of existing infrastructure and facilities. The firm will develop a master plan encompassing elements centered around the University Physical Development Plan (UPDP) framework, focused initially on the defined College Town Magic boundary, and then as a campus-wide plan with an option to include Research Park. The phased project scope should include but is not limited to 1) evaluating utility existing mapping and modeling of utility infrastructure, 2) assessment of system capacity analysis, condition, and future demand projections, 3) system potential upgrade strategies considering Campus changes per the University Physical Development Plan framework (UPDP) and Campus Master Plan, 4) environmental considerations, and necessary regulatory compliance requirements with campus, local and state regulations. The investigation, analysis and planning efforts shall ultimately lead to campus-wide capital improvement and capital development strategic planning, facility impact fee planning, maintenance guidance and operational strategies. Note that the University Physical Development Plan (UPDP) simply provides a framework for the UU Campus Master Plan. Effective planning involves collaboration with stakeholders including utility providers, engineers, planners, and local authorities, in conjunction with the U Facilities team. Thorough data collection, mapping, analysis of existing utility systems and documentation is crucial for future projections, strategies and recommendations.
