Renovation of a municipal facility in Douglasville, Georgia. Completed plans call for the renovation of a municipal facility.
The Douglasville - Douglas County Water and Sewer Authority (hereinafter referred to as the "Authority") is soliciting sealed proposals from qualified contractors to replace a 1999 Dover hydraulic passenger elevator (Model EP06015, Serial No. EK1367) serving two floors at the Authority's Administrative Offices, located at 8763 Hospital Drive, Douglasville, Ga 30134. The expected work includes replacement or retention of the mechanical and electrical components, the removal and disposal of existing elevator components not being utilized in the modernization, the supply and installation of new components, a list of required updates to the elevator mechanical room per the current Georgia State Code, a minimum one-year warranty, a value engineering review, IT requirements, and all other work necessary to provide a fully functional, safe, and State of Georgia certified elevator. All prospective offerors must hold a current Georgia Contractors License and be on, or promptly qualify for inclusion on, the Authority's Approved Contractor List, without restriction or probationary status. All proposals must be accompanied by adequate bid security (proposal bond, certified check, or letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total proposal price, which shall be subject to forfeiture as liquidated damages in the event that the proposal be accepted and the offeror fail to promptly enter into the proposed contract with the Authority. The Authority reserves the right to reject all proposals or any proposal that is nonresponsive or submitted by a non-responsible offeror. The Authority also reserves the right to waive technicalities and informalities in this Request for Proposals and the proposals submitted. The Authority further reserves the right to accept the proposal that the Authority, in its sole discretion, determines to be the most advantageous to the Authority based on the evaluation factors set forth in the Request for Proposals. The scope of services for this Project will include the following: A. Evaluation and Assessment. The contractor shall: 1. Perform a comprehensive evaluation of the existing elevator system, including brand, model, age, condition, related components, etc. 2. Identify issues or deficiencies in the existing system, including structural, mechanical, electrical, and safety concerns; and 3. Provide a recommendation regarding full replacement of the elevator, based on assessment findings. B. Replacement Specifications. The contractor shall provide specifications for a new elevator system, including: 1. Model/type (hydraulic, traction, machine-room-less, etc.); 2. Capacity (weight limit, number of passengers); 3. Speed and features (modern controls, accessibility features, energy efficiency); and 4. Compliance with applicable safety standards, including without limitation the Americans with Disabilities Act (ADA), requirements for State of Georgia-certified elevators, and current local codes. C. Project Timeline. The contractor shall: 1. Provide an estimated timeline for the entire Project, from assessment to completion; and 2. Include milestones for each phase as follows: a. Initial assessment and proposal review; b. Ordering and delivering of materials and equipment, as applicable; c. Installation and repair work schedule; and d. Final inspection and testing. D. Warranty and Maintenance. The contractor shall: 1. Outline any warranties provided for the new elevator system; and 2. Provide a five (5) year full parts and labor warranty on all elevator systems included in this modernization scope. 3. Warrant all work performed under the contract for a period of one (1) year from the date of acceptance of the Project by the Authority. 4. Provide information regarding ongoing maintenance options and service agreements. E. Budget/Cost Proposal. The contractor shall: 1. Include a detailed fixes cost broken down by: a. Labor; b. Materials and equipment; c. Permits and inspections, as applicable; and d. Other associated costs (e.g., demolition, disposal). 2. Provide a payment schedule (e.g., deposit, progress payments, final payment upon completion). F. Contractor Responsibilities. The contractor shall: 1. Be responsible for all work required to deliver a completed Project with first-class workmanship, subject to final inspection and acceptance by the Authority; and 2. Ensure all modernizations comply with applicable safety standards, including without limitation the Americans with Disabilities Act (ADA), requirements for State of Georgia-certified elevators, and current local codes.
