Electrification 15KV Substation Submetering and Management System The work associated with the Electrification 15KV Substation Submetering and Management System project includes installation of power monitoring equipment on major electrical lines and buildings along with associated new communication lines and new electrical circuits. The work will require minor ductbanks to be constructed in several locations, requiring proper disposal of associated construction waste, and all related Work at the Dundalk Marine Terminal. Project Cost Class D - $1,000,000 to $2,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. DBE Participation (%) 30.0 Question Due Date: October 27, 2025, 3:00 PM Local Time The Contract will require an experienced contractor licensed in the state of Maryland to perform the following: The Work as defined in General Provisions GP-1.05 to be performed under this Contract consists of the furnishing of all materials and equipment and the performance of all labor to complete the Work. The work associated with the Electrification 15KV Substation Submetering and Management System project includes installation of power monitoring equipment on major electrical lines and buildings along with associated new communication lines and new electrical circuits. The work will require minor ductbanks to be constructed in several locations, requiring proper disposal of associated construction waste, and all related Work at the Dundalk Marine Terminal. All of the Work shall be performed at the Administration's Dundalk Marine Terminal, Baltimore, Maryland. The Work shall conform to all the terms, conditions, and Contract provisions of the Contract Documents included in this solicitation, including but not limited to, the MPA General Provisions For Construction Contracts, the Special Provisions, the Technical Specifications (including specifications by Section Reference to Maryland State Highway Administration (SHA) Standard Specifications for Construction and Materials, dated July 2024, with all the latest addenda, hereinafter abbreviated as "SHA Standard Specifications"), and applicable EPA Clean Ports Grant terms and conditions. Able to record total energy (KWh), Power (KW), reactive power (KCAR), phase, voltages and currents. b. Will be web accessible for multiple users with credentials. c. Capable of producing reports and downloading electronic data in CSV and Microsoft Excel formats. d. Able to monitor existing submeters distributed around the marine terminal. 2. Provide electric meters on each MV switch in DMT 15 KV substation. 3. Upgrade existing electrical meters with new smart electric meters in meter cabinets. 4. Provide connection to one existing gas meter to EPMS through a new smart meter. 5. Provide control power transformer and wifi adaptor in fiberglass enclosure for meters. 6. Provide new fiber optic cable from Shed 8 to 15KV Substation, Shed 11, Shed 12 through the existing communication ductbank and manholes. 7. Pump water out of existing telecommunication manholes and clean conduits in existing ductbanks with measures for safety and environmental requirement. 8. This work will all be done in close coordination with MPA and tenants so that the impact for normal operation at Dundalk Marine Terminal shall be minimized. 9. Provide new ductbank for electrical cables and fiber optic cables. 10. A comprehensive construction plan shall be submitted and approved prior to construction.
