Renovation of an educational facility in Eugene, Oregon. Completed plans call for the renovation of a one-story above grade educational facility.

The Project consists of adding heat pump systems to classrooms, library, multipurpose room, gymnasium, and administrative offices at Adams Elementary School. Electronic bids must be submitted by email before the deadline. Bidders are encouraged to verify the correct email address by sending a test email. For receipt time, the bidder's email sent timestamp will be used, and an email confirmation will be sent. Bidding documents must be obtained from the specified hyperlink, as hard copies are not provided. All interested parties are responsible for obtaining documents and addenda from the website. A mandatory pre-bid conference and walk-through will be held at the school's address. Statements by the District's representatives at the conference are not binding unless confirmed by written addendum. Pre-qualification of bidders is not required. Each bid must be submitted on the prescribed form and be accompanied by an electronic copy of a Surety Bond, Cashier's Check, or Certified Check in favor of Eugene School District 4J, for not less than ten percent (10%) of the total bid amount. All addenda must be properly indicated on the bid form. With the bid or within two working hours of bid submission deadline, bidders must submit, on the provided form, information regarding first-tier subcontractors furnishing labor or materials, per ORS 279.C.370. Original Surety Bonds, Cashier's Checks, or Certified Checks must be hand-delivered or mailed and postmarked within three days after the bid due date to the specified district address. Bidders must be registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board. A license to work with asbestos-containing materials is not required for this project. For bids $100,000 or greater, contractors and subcontractors must have a public works bond of $30,000 filed with the Construction Contractors' Board before starting work, unless exempt. A copy of the Contractors' BOLI Public Works Bond must be provided with the executed contract documents. Bids must state if the Bidder is a "resident bidder" and include agreement to comply with Prevailing Wages provisions. Contractors must certify nondiscrimination in obtaining required subcontractors. The District reserves the right to reject noncompliant bids, postpone award for up to sixty days, waive informalities, select the bid in the District's best interest, or reject any or all bids.
