The project consists of the installation of approximately 650 linear feet of 12-inch HDPE water main crossing Highway 90 and the CSX rail at Hospital Road in Pascagoula. Installation will be accomplished through a combination of directional bore and jack and bore operations and will include both HDPE and steel casing piping. All bids must be submitted in a sealed envelope marked "SEALED BID FOR 12" WATER MAIN CROSSING AT HIGHWAY 90 & HOSPITAL ROAD TO BE OPENED AT 2:00 P.M., TUESDAY, OCTOBER 28, 2025" on the outside of the envelope, or electronically with equivalent documentation. Each bid must follow Article 15 of the Instructions to Bidders, be on the prescribed form, and be accompanied by cash, a certified check, a cashier's check, or a bid bond payable to the City of Pascagoula in an amount not less than five percent of the amount bid. The successful bidder will be required to provide performance and payment bonds, each for 100% of the contract amount, and all required insurance certificates executed or countersigned by a licensed resident agent in Mississippi. Bidders must have all required state licenses, including a current Certificate of Responsibility issued by the State Board of Public Contractors prior to bidding. The owner reserves the right to reject any or all bids, to waive informalities, and to postpone or cancel the award if deemed necessary.
