Site work for a water / sewer project in Quincy, Washington. Completed plans call for site work for a 27,000-square-foot, one-story above grade water / sewer project.
Bidders are invited to submit sealed bids for the replacement of approximately 27,000 square feet of concrete panels in the West Canal, which equates to about 150 unreinforced concrete panels. The work must follow applicable industry standards, regulatory requirements, and District-supplied specifications, and comply with any applicable laws of the State of Washington, including prevailing wage laws for public works contracts. All work within the canal prism related to this contract must be completed by March 13, 2026. Bids must be on a unit price basis per schedule and in U.S. dollars. Bidders must submit tabulated bids, which will be considered and awarded based on the lowest responsible responsive bid as defined in RCW 39.04. Bids must be received by the District by 1:00 P.M., October 22, 2025. Late bids will be returned unopened. Onsite inspection for field conditions is mandatory, and failure to perform it will render the bid non-responsive. A representative of each bidder is required to attend a prearranged pre-bid site visit. Each bid must include a bid security (certified or cashier's check or bid bond) in an amount equal to at least 5% of the bid. The successful bidder will be required to furnish additional bonds prescribed in the Bidding Documents, sign required affidavits and certifications, and hold licenses and registrations as required by state and federal laws. Bidders must comply with RCW 39.30.060 regarding identification of subcontractors. The District may reject any or all bids and waive irregularities as informalities. Questions regarding Drawings and Specifications should be addressed to the District at least five (5) working days prior to bid opening in writing and will be answered by addenda addressed to all bidders. The District will not be responsible for oral questions or interpretations. Question Deadline 10/15/2025 . Description This project is for the removal of approximately 27,000 square feet of concrete panels in Ephrata, Washington. The project includes the replacement of the concrete lining including all earthwork, dewatering, gravel backfill and concrete work within the West Canal with new materials. All work within the canal prism must be completed by March 13, 2025. The West Canal is owned by the United States Bureau of Reclamation (USBR). The District is obligated to comply with various USBR requirements regarding the construction project because of USBR's ownership. The West Canal prism is made up of concrete lining placed at a 1 1/2 :1 slope on each side of a concrete floor. This section of the West Canal was constructed per section no. 1 as shown on Drawing 222-D-11661. Bid item 4.1 is for the removal and replacement of 27,000 square feet of existing concrete panels. The removed panels are to be separated from the remaining concrete in a neat strait line. The Contractor will compact and add material or excavate six (6) inches of existing material below those sections to be removed and replace with gravel material as shown later in this specification. Place 4.5 inches minimum thickness of concrete on top of subgrade. Drawing 222-Q501012 Section View shows the joint and grove details. Match existing joint pattern. The estimate of the area of concrete lining to be replaced is stated with as much accuracy as possible, but the total number of (square feet) is approximate only and is assumed solely for the basis of calculation upon the award of contract. Measurement and payment for all work under this specification will be made on the measurement of actual square foot of finished concrete panel as verified by the District.
