The owner has selected a Design Builder The project is an asphalt pump track to be located within an undeveloped space at William Peak Park, with a footprint of approximately 36,000 square feet. The work involves various improvements, including, but not limited to, the design and construction of a complete and fully functional asphalt pump track, surface re-grading, landscaping, relocation of irrigation lines, and other incidentals as necessary to complete the project. The selected contractor will be expected to provide the design and options for alternative amenities with cost estimates for each alternative that may be included. The total project budget is not to exceed $800,000, including all design, construction, construction engineering, and contingencies. Question Deadline 10/16/2025 at 3:00 PM PT Online Q&A : Yes The scope of work will include the following: 1. Project Management and Coordination (discussed more below) a. Project Management: A kick-off meeting with the City of Buena Park staff and the Contractor will be held prior to beginning work to review and refine the work program and schedule, identify critical milestones, and determine appropriate paths of communication. Contractor shall produce a baseline schedule of work and conduct periodic meetings (phone conference and coordination meetings) with the City to discuss progress. Deliverables: o Schedule of work - updated biweekly o Meeting minutes for all design meetings b. Project Coordination: Contractorshall coordinate major design requests and changes with the City, impacted governmental agencies or utilities, and other constituentsthat may provide design input, suggestions or restrictions for the project. Design may be altered through additional coordination efforts. c. Project Budget: Contractor shall provide complete design, engineering, and construction services necessary to deliver a turnkey asphalt pump track within a notto-exceed budget of $800,000 (including contingencies). 2. Asphalt Pump Track Design: Contractor shall deliver all necessary professional services, including engineering, and office engineering for the preparation of the design for the project. The Contractor's design responsibilities shall include but not be limited to the following: a. Perform due diligence research to support project completion, including existing drainage conditions, grading, traffic issues, coordination and necessary engineering site visits Identify existing utilities on contract drawings and perform Potholing for existing utilities potentially affected by proposed improvements. b. Prepare a Stormwater Pollution Prevention Plan (SWPPP) and/or Water Quality Management Plan (WQMP), if applicable, and incorporate all necessary temporary and permanent storm water quality control measures. c. Design of the asphalt pump track must be in compliance with regulations and standards with the Union Cycliste Internionale (UCI). It is the City's intent to have the ability to sanction future races with the proposed pump track. d. Prepare 30% conceptualsite drawings with three (3) options of an asphalt pump track design. e. Prepare 60%, 90%, and 100% Plans, Specifications, and Estimates (PS&E) submittals to the City. Contractor shall develop a comprehensive design of an asphalt pump track. Plans must include, and may not be limited to, features such as site amenities, grading, landscaping, irrigation, and any other elements needed to complete the 100% bid-ready PS&E package. Options and cost for different site amenities shall be developed for selection by City. f. The plan setshall include a Title Sheet, Site Plan, Site Improvement Plan, and any other plans and/or details needed to complete the 100% set of Plans, Specifications and Estimate (PS&E). g. Review and incorporate all applicable comments from the City of Buena Park and all other involved agencies. h. Prepare contract drawings with sufficient details for construction in accordance with latest Caltrans, City Standards, SPPWC, CA MUTCD, and any other applicable regulations. Contractor shall identify all Complete Street and Sustainable Street Design features on contract drawings. i. The City will provide environmental approval through the California Environmental Quality Act (CEQA). Deliverables o List of standard and non-standard design features o 30% conceptual drawings o 60% design drawings (Plan & Profiles) and estimate o 90% design drawings (Plan & Profiles), specifications, and estimate o 100% contract drawings (Plan & Profiles), specifications, estimate, and all associated CAD files 3. Asphalt Pump Track Construction: The Contractor shall provide construction services for an asphalt pump track. Such services shall include, but not be limited to, the following tasks: o Clearing and grubbing o Demolition o Grading/Landscaping/Irrigation o Asphalt and concrete paving o Drainage o Fencing o Site amenities o And all other features associated with the asphalt pump track The Contractor shall be responsible for providing all necessary work, labor, materials, import, export, tools, forms, hauling, transportation, and other items necessary to construct the project complete, in place, and ready for its intended use and purpose. Deliverables o Fully constructed "turnkey" asphalt pump track o Warranties o Maintenance Plan Detailed scope of work and methodology that comprehensively defines and describes the individual tasks. The scope of work may be used as a basis for contract negotiations. Scope of work shall be based upon, but is not limited to, the information contained in this Request for Proposal (RFP).
