The scope involves the supply, installation, and configuration of a new electronic Access Control System at the Rainbow Bridge Port of Entry. The system must include all necessary hardware and software for a fully operational access control solution, support security technology modernization, allow for ongoing integration with emerging technologies, and be scalable to accommodate future growth. Tasks include supplying and installing new access control equipment, providing all required personnel and supplies, managing removal and disposition of existing components, repairing or patching areas affected by the removal of old equipment, ensuring all work and equipment meet specified security and industry standards, supporting multi-factor authentication, and adhering to all criteria and requirements of the document. Network cabling and conduit must be supplied and installed as required, with all equipment clearly labeled and neatly cable managed. The access control system must provide high-security door readers and peripherals for designated doors, proximity cards compliant with specific standards, encrypted communication, workstation setup, and configuration for fail-secure or fail-safe operations where required. Maglock devices and proper fire safety controls must be implemented. Equipment must be installed and wired in accordance with manufacturer instructions by qualified technicians. The contractor must also supply and configure a GPS-based time synchronization device, maintain and update system software, provide required documentation and training, and ensure a twelve-month warranty with optional maintenance extension. All goods and services must be delivered by the required completion date with acceptance criteria and deliverables including technical documentation, as-built drawings, administrative credentials, training, and maintenance agreements. Instructions to bidders include meeting all specified security requirements, holding appropriate security clearances, following all technical and administrative directions, and submitting complete documentation and training materials in both official languages. Work must not commence or be modified except as formally authorized, and all proposals must comply with the stated criteria and specifications.
