A capital improvement plan provides a direction by typically lining up projects over a five- or six-year cycle, with funding set for 2026. "We feel we're really in a good spot for years one and two," Brown County Executive Troy Streckenbach said. The money will be divided among 27 different projects for county administrative buildings, a renovation of library headquarters downtown, parks, highway roadwork and public safety communications software upgrades. The County Board passed next year's $424 million budget Oct. 29. Here's a look at all the capital projects that are worth over $1 million included in the budget. Roadwork: $15.6 million Most of the capital projects are designed around funding road construction projects in the county. With state funding and municipal grants, a total of $29 million will be spent on county roads next year. "For those who are concerned about fixing the roads, we are spending a significant amount of money on roads," Streckenbach said. A majority of funding is for the South Bridge Connector to eventually form a four-lane road from Packerland Drive and Scheuring Road on the west side to Monroe Road/County GV on the east side. Delivery: Varies Your Email In 2026, construction will involve parts of Packerland Drive/County EB between County F to Mid Valley Drive, and Mid Valley Drive to Hemlock Creek. Bay Shore Harbor: $2.5 million Bay Shore Park will get a renovated entrance area. Construction will start in the late fall or summer of 2026. A welcome center and ranger station will get installed near the entrance to direct visitors and traffic. Renovations will also include more native planting and stormwater management. Renovations will be made to the Brown County Fairgrounds, including the creation of a trail on the west side of the Fox River that connects to the trail on the east side. West Fox River trail: $1.2 million The county set aside money to design a trail along the west side of the Fox River to connect Ashwaubenon and De Pere across the Claude Allouez Bridge. The trail will be expanded on the west side as part of a project to upgrade the Brown County Fairgrounds. The campsites will move closer to the Fox River Trail to take advantage of the river and provide more water recreational activities. Parking will also expand at the park. The new path will travel to the reconstructed campsites. The Fairgrounds will also get a new playground and dirt track. Construction will start in 2026. The trail on the west side will intersect with railroad tracks and other parks in the area. "This will be more of an urban kind of trail system that intertwines between roads to public spaces such as Ashwaubomay Park and the Fairgrounds," Streckenbach said. "Ultimately, our goal is that we can loop basically from Claude Allouez Bridge to either the Walnut Street or Main Street bridge." Resch Expo maintenance: $1.5 million Some funding will go toward parking lot asphalt repairs, HVAC maintenance and a remodel of the suite-level bathroom at the Resch Expo. Library, ADRC, job center hub: $13 million Brown County Central Library's building will be renovated to house the library, Aging and Disability Resource Center of Brown County, and Brown County Job Center. In 2026, the county hopes to complete planning the project and starting construction. The county set aside $13 million next year for the renovation, while the entire project is eventually expected to cost around $20 million to $25 million. Other capital projects Financial software improvements: $3.2 million. The county wants to replace its 18-year-old hardware that runs its financial system. Brown County hired a consultant for the project and will work with information technology to improve the system. County building upgrades: $3 million. The county set aside money for improvements to HVAC equipment at the Northern Building, Sheriff's Office, Sophie Beaumont Building, Jail and Juvenile Detention Center, Community Treatment Center (CTC), and Brown County Courthouse. Some of the money will also go toward life safety equipment and security upgrades at the CTC. ------------------------------------- Courthouse Roof Repairs Project # 2770 M/WBE's are encouraged to participate in the bid process.
