The Government will award a contract to the responsible offeror whose offer is the lowest price technically acceptable, in accordance with FAR 13.106. Offers will be evaluated based on two factors: Technical Capability and Price. For award purposes, the total evaluated price will include the base requirement and all option prices. Offers with significantly unbalanced option pricing may be deemed unacceptable. The evaluation will also include the potential extension of services under FAR 52.217-8, assuming the extension could occur at any time in increments of one to six months, up to a total of six months. The extension pricing will be assumed to match the contract rates in effect. This evaluation approach ensures that the relative ranking of quotes remains consistent unless a specific reason is identified to alter that ranking. Evaluation of options does not obligate the Government to exercise them. A written notice of award or acceptance within the offer's validity period will result in a binding contract without further action, unless the offer is withdrawn in writing before award.
