The Mahoning Valley Sanitary District (MVSD), in accordance with Section 9.33, et seq. , of the Ohio Revised Code, hereby gives notice of its intent to employ a Construction Manager at Risk (CMAR) services to provide pre-construction and construction phase services for the Mineral Ridge Dam Rehabilitation Project, Mineral Ridge, Ohio and invites interested parties to submit qualifications for consideration. Firms are to be experienced in, but not limited to, CMAR services of cost estimating, constructability review, value engineering, "GMP" and open book pricing, project schedules, construction schedules, lead and manage the subcontractor pre-qualification and bidding process, construction and closeout stage. Firms interested in acquiring Request for Qualification documents including plans and specifications will receive a link to a web based collaborative project management system for viewing and downloading the documents. MVSD will host an "Industry Engagement Day" on Wednesday, October 15, 2025 from 9:00 AM to 12:00 PM EDT at 1181 Ohltown-McDonald Road, Mineral Ridge, Ohio 44440 to provide information to the prospective firms interested in participating in the upcoming Construction Manager at Risk (CMAR) procurement for the project . Attendance is encouraged for firms considering participation as a CMAR or as part of the project team. Responding firms will be evaluated and ranked per ORC 9.33 et. seq MVSD will enter negotiations with the highest ranked firm based on an evaluation of the Statement of Qualifications and interviews. A black out period during the advertisement and selection process is in force and no contact of MVSD Officials or Employees regarding marketing or qualifications of interested firms during this solicitation is permitted Interested firms shall submit five (5) hard copies of the Statement of Qualifications and one digital copy in PDF format contained on a flash drive. Anticipated Award Date: January 5, 2026 Scope of Services The selected Construction Manager at Risk (CM), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Ownes project requirements and refine the project schedule. Participate in the Minority Business Enterprises (MBEs) as required by the Agreement.
