Wastewater Laterals Repair Project :- The City of Newberg is soliciting bids for installing lateral liners sealing the connection between wastewater laterals and the sanitary sewer mainline in 110 six inch laterals. Wastewater lateral repair project. The estimated length of construction of the Project is 8 months. Question Deadline :- 10/16/2025 at 5:00 PM PT 5 days before Bid Closing, due at 5:00 PM local time . All questions, clarifications, or protests of bid terms must be in writing and submitted to the City at: Brian Kershaw, Project Manager brian.kershaw@newbergoregon.gov The City is experiencing infiltration at the wastewater lateral connections in the Northeast corner of town, area shown on the map in Exhibit F. The 8-inch concrete mainline was CIPP lined approximately 6 years ago. This project will install a lateral liner sealing the connection between the lateral and extend up the lateral, to approximately 2 feet beyond the curb (approximate City ROW line) inside the existing 6-inch laterals, as shown on the supplemental attachments. Total lateral length to be lined is approximately 1,650 feet. The laterals shall be accessed remotely from the mainline pipe through existing manholes for cleaning, pre-inspection, liner installation and post inspection, no excavation is allowed. At the discretion of the contractor, any mainline flow will be bypassed by the contractor at no additional charge to the City. Pumping shall be sized for normal to peak flows. Upstream manhole shall be monitored at all times for quickly removing the bypass system in case of an emergency or surcharge of the system. Assume laterals do not have accessible clean outs. CCTV inspection of pipelines shall be carefully performed to determine exact locations of laterals prior to lining. The City's Project Manager shall be notified immediately of any conditions preventing proper installation of the lateral liners. Upon approval of the City's Project Manager, lateral cleaning/root cutting shall be performed by adding a trenchless cleanout, Vac-A-Tee or equal product, to the lateral to be paid through a contingent bid item. Pipeline shall be cleaned of all debris and deposits prior to installation. Contractor shall provide warranty assurance in the form of a warranty bond in an amount equal to fifteen percent (10%) of the sum of the original Contract Price amount plus all Change Orders that were issued against the Contract. The term of the warranty bond shall be two (2) years starting at the date of Final Completion of the Project. Contractor shall provide maintenance assurance in the form of a maintenance bond for one hundred percent (100%) of the cost to install and maintain all landscaping required under the Contract Documents, as well as to perform any other maintenance required under the Contract Documents. The term of the maintenance bond shall be two (2) years starting at date of Final Completion of the Project. Substantial Completion of the entire Work no later than May 31, 2026, with Final Completion no later than June 30th, 2026.
