Site work and paving for a civil project in Bakersfield, California. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

GENERAL DESCRIPTION OF WORK The work to be performed consists, in general, of reconstruction of the roadway and landslide with class II aggregate base and hot mix asphalt concrete, replacing existing culvert, replacing existing flume downdrain, and replacing existing delineator. Subcontractors wishing information regarding bidding procedures, insurance or bonding requirements may contact the Public Works Contracts Group at PW-Contracts@kemcounty.com. Should the State determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State. The Director's schedule of prevailing rates is on file and open for inspection at the Kern County Public Works Department, or may be obtained on online and is incorporated herein by this reference. No bid will be considered unless it is made on a bid form furnished by the county's public works department (department) and accompanied by bidder's security in an amount equal to 10% of the amount bid in accordance with the provisions set forth under section 2, "Bidding," of the standard specifications of the state of california department of transportation, dated 2024, as modified by the special provisions. The successful bidder must complete the work, including plant establishment work, within 40 working days. If the contract is to be awarded, it will be awarded by the board of supervisors to the lowest responsible bidder whose bid complies with all prescribed requirements. The successful bidder must furnish a performance bond and a payment bond each in the amount of 100% of the contract price and on the county's form. Pursuant to public contract code section 22300, the substitution of securities for money withheld by kern county to ensure performance of the contract will be permitted. All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. Each bidder must be licensed as required by law at the time the contract is awarded. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. Contractors are required by law to be licensed, and regulated by contractor's state license board. Questions concerning a contractor may be referred to the registrar of that board, whose address is: contractors' state license board, 1020 "N" street, sacramento, ca 95814. The contractor license classification required for this project is: a or c-12. 6. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to government code section 12990. The county reserves the right to reject any and all bids. The Department will not respond to RFIs submitted after that time, unless the Department determines at its sole discretion that it is in the best interest of the public and the Department to do so. All insurance (other than Workers Compensation/Employers' Liability) shall be issued by a company or companies admitted to do business in California and listed in the current "Best's Key Rating Guide" publication with a minimum of an A-, VII rating or in special circumstances, issuers pre-approved by both the Risk Management Division of the Office of County Counsel and the Public Works Department at least 5 business days prior to bid opening. Contractor shall complete all work specified in the Contract Documents, in accordance with the notice to bidders, plans, specifications, special provisions, this Agreement, and all other terms and conditions of contract documents.
