The work involves the replacement of the fence surrounding the cedar grove reservoir. This includes installation of new fencing materials and necessary fittings to ensure a secure and durable perimeter. Each bid shall be submitted in accordance with the instructions to bidders and be accompanied by a bid security in the form of a bid bond from a surety company licensed to do business in the state of new jersey or a certified check in the amount of ten (10) percent of the bid amount, not to exceed twenty thousand dollars. Bid security must be accompanied by a consent of surety from the surety company. The successful bidder must furnish a 100 percent performance bond, and a 100 percent payment bond with a surety company licensed in the state of new jersey and meets the requirements of n.J.S.A. 2a:44-143. In addition, the contractor must certify that at least 25% of the total contract bid price will be directed and paid to a minority business enterprise, either through joint venture arrangement, partnerships, subcontractors, the purchase of goods and services or any other method available. The term "minority business enterprise" means a business at least fifty-one (51) percent of the stock of which is owned by a minority group member. "minority group members" are citizens of the united states, who are black, spanish speaking, orientals, indians, eskimos, and aleuts. Successful bidders shall be required to attend a meeting with, and obtain clearance from, the city of newark's office of affirmative action prior to execution of the contract. An additional seven percent (7%) of the total contract bid price will be directed and paid to a women's business enterprise, either through joint venture arrangements, partnerships, subcontractors, the purchase of goods and services or any other method available. The term "women's business enterprise" means a business where at least fifty-one (51) percent of the stock is owned by women.. The owner reserves the right to reject all bids in accordance with n.J.S.A. 40a:11-13.2 and waive minor informalities. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
