The County of Hudson is seeking proposals from qualified respondents for professional engineering services for the design and construction management services of improvements to West Hudson Park in the towns of Harrison and Kearny, New Jersey. Consultant selection will be based primarily on the qualifications of the firm, key staff assigned to the project, and the firm's ability to understand the purposes, goals, and objectives of the project and establish appropriate work activities by task to produce recommendations needed. Qualifications should be detailed in the proposal for the consultant and its sub-consultants and must include a statement of qualifications, detailed experience and expertise, description of relevant projects, and resumes of key personnel (limited to two pages each). The project will be funded by the State Fiscal Recovery Fund through the New Jersey Department of Community Affairs and all applicable federal and state laws/regulations will be applied. Proposals must be submitted on forms included within the RFP, enclosed in a sealed package bearing the name and address of the respondent and the project title printed on the outside, and physically delivered to the Hudson County Division of Purchasing before the deadline. Proposals cannot be faxed or emailed. Any addenda must be included in the proposal, and failure to do so will deem a proposal non-responsive. No proposals may be withdrawn for a period of sixty days after the opening date. Respondents are expected to examine this RFP with care and observe all of its requirements. Existing Conditions: Existing Conditions: The locations of proposed improvements are all throughout the Park. The Park is approximately 169 acres and resides in the towns of Harrison and Kearny. There is a main road (Woodland Avenue) which splits the Park as well as a lake and a variety of amenities. Amenities include sports fields, play courts, playgrounds, workout stations and passive walking areas.
