All work for the Project shall be constructed in accordance with the Specifications prepared by the Owner. Bids shall be submitted for demolition, disposal, furnishing, delivering, and installing all materials, equipment, and services, including labor for the Work, which generally involves milling and resurfacing approximately 3.08 miles of residential roadway. Road segments include S Pine Avenue, N Central Avenue, Richards Street, S Seminole Avenue, S Osceola Avenue, S Citrus Avenue, W Relief Street, W Highland Boulevard, E Highland Boulevard, Forest Drive, N Montgomery Avenue, and S Park Avenue. Construction time to achieve Substantial Completion is 60 consecutive calendar days from the date of the Notice to Proceed, with an additional 30 consecutive calendar days to achieve Final Completion (90 days total). All bids shall be prepared using the Bid Package and Specifications. Addenda will be sent via e-mail to all plan holders up to seventy-two hours before the Bid closing time. The Owner is not responsible for delivery of addenda to prospective bidders. A 5% bid security will be required for this project if the contract price exceeds $100,000. The Owner will require that the Contractor furnish a Performance and Payment Bond in an amount equal to 100% of the Contract Price if it exceeds $100,000. All Payment and Performance Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida. The City of Inverness reserves the right to waive formalities, waive any technical defects, reject any and all bids, and accept any bid which represents the lowest and best offer to the City.
