Sealed proposals are requested for furnishing all necessary materials, equipment, superintendence, and labor for the proposed Waterline Improvements project in Galveston County, Texas. Each proposal must include a bid guarantee of at least 5% of the total bid amount, which can be in the form of a cashier's check, certified check, negotiable U.S. Government bonds, or a bid bond from a qualified surety company. Bids submitted without this guarantee will not be considered. The contract will be awarded to the lowest responsive responsible bidder, with the right reserved to reject any or all bids or waive any informality as needed. The successful bidder must provide a Performance Bond and Payment Bond equal to 100% of the contract price, using forms provided, from a surety acceptable to the Owner. The Owner retains the right to award the contract within sixty days of bid opening. A non-mandatory pre-bid conference will be held to review the scope of work. The successful bidder must ensure non-discrimination in employment. Bidders must comply with applicable federal executive orders and Department of Labor regulations. Contract documents, specifications, and plans are available for examination online, and must be used in preparation of bids; responsibility for errors arising from incompleteness lies with the bidder.
