The city of pittsburgh, office of management and budget, on behalf of the department of public safety, is soliciting bids for hazmat clean-up/drum handling background The contractor will possess and provide expert services and quality materials when working on an authorized city of pittsburgh project. The contractor shall provide the required information for the clean-up of hazardous materials on both an emergency and nonemergency basis, 24 hours a day, 365 days a year, with guaranteed response and remedial clean-up services. In either case, the contractor shall be required to adhere to the following guidelines and regulations set forth by the city of pittsburgh. Scope of services To provide for emergency responses 24-hours a day, 365 days a year guaranteed response and remedial cleanup services by a responsible and certified oil and hazardous materials cleanup contractor. The contractor will possess and provide expert services and quality materials when working on an authorized city of pittsburgh project. The contractor shall provide the required information for the cleanup of hazardous materials on both an emergency and nonemergency basis. In either case, the contractor shall be required to adhere to the following guidelines and regulations set forth by the city of pittsburgh. The contractor must be capable of providing the following services: Oil and hazardous chemical spill control and cleanup Ground water pollution identification and removal Tank cleaning -- both hazardous and non-hazardous Testing and disposal of drummed materials Tank testing, maintenance, repair, and tank removal Pipe cleaning Waste site characterization Vacuum truck services -- pump outs: Separators Sumps, pits Tanks Ponds, lagoons Explosive/reactive chemical handling: Lab packs Lab chemicals Cylinders Military ordnance Shock sensitive materials Damaged, defective, lithium ion and other chemistry batteries Waste oil collection, water blasting/sand blasting Fuel island, fuel tank cleaning, inspection, and testing on an as needed basis Highway, air, pipeline response capabilities Marine and railroad response capabilities Laboratory facilities capable of performing and providing qualitative and quantitative analysis on all chemical substances, including but not limited to polychlorinated biphenyl (pcb) identification (ppm) within 24 hours Decontamination units to support up to 12 response personnel with protective equipment. Each unit shall have running water wash basins, eyewash units, and showers Vehicle salvage Salvage and removal of any vehicle that may have waste including, but not limited to, food waste, human waste, and chemical waste. This includes any size vehicle, including, but not limited to, personal vehicles, rvs, trailers, etc. Waste mitigation to be performed off-site after removal of vehicle. Period of contract: november, 1st 2025 through october 31st, 2027 with two, one-year options to renew. Question submission deadline: october 17, 2025, 5:00pm question submission method: all questions shall be submitted via online . Bid guarantee each bid must be accompanied by a guarantee in the form a cashier's check or money order, in an amount not exceeding five (5) percent of the bid total, by a bond with corporate surety in an amount not exceeding five (5) percent of the bid total, or by an irrevocable letter of credit issued by a bank or other financial institution duly recognized and authorized to do business in the commonwealth of pennsylvania. Performance and payment bond upon award, bidder will, within ten (10) calendar days of award notice, furnish a performance bond using sufficient surety or sureties, in an amount equal to 100% of the contract price. The bond must specify that the work will be completed in a manner satisfactory to the city. The bond must also state that the city is not liable for any expenses incurred through the failure to complete the work as specified, nor liable for any damages growing out of the carelessness of contractor, contractor's employees, or subcontractors. Upon award, bidder will also, with ten (10) calendar days of award notice, furnish a payment bond in the amount of 100% of the contract price. Contractor shall maintain all epa and pa dep licenses and certification in regard to all areas established in this contract and will notify the city of pittsburgh, department of public safety, when any license or certification has been revoked or has expired. Contractor must provide a copy of all applicable certificates and licenses must scan and upload with bid pricing when submitting bid online. Contractor must maintain licenses and certifications throughout the duration of the contract.
