Cost Range: $12,000,000 - $15,000,000 Sealed Bids for the construction of the Mill Village Improvements Project will be received by the City of West Columbia. The project consists of approximately 13,875 linear feet waterline improvements, approximately 12,750 linear feet of roadway improvements, and approximately 4,750 linear feet of stormwater improvements. This project is funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), the ARPA-funded Stormwater Infrastructure Program (ASIP), and federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP/ASIP requirements apply. All contractors and subcontractors must be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government at the time of bidding or during the project. Documentation of this must be submitted with the bids. Respondents must comply with all applicable federal regulations, including those in the SCIIP Project Management Procedures. Bids will be received for a single prime contract on a lump sum and unit price basis. Bid security must be furnished according to the instructions to bidders. No bidder may withdraw their bid within 90 days after the actual date of bid opening. Detailed listings of all subcontractors and documentation showing they meet minimum qualifications are required. Subcontractors must also be SAM registered and not debarred. Mark-ups on subcontractor work or cost plus overhead will not be reimbursed. Bidders must comply with President's Executive Order No. 11246 regarding non-discrimination in employment. The Copeland "Anti-Kickback" Act applies, and the contractor must comply with OSHA safety regulations and standards. All Equipment/Manufacturer "Or-Equal" Qualification Packages must be submitted at least ten days before the advertised bid date.
