ACUA Landfill Groundwater Monitoring The Atlantic County Utilities Authority (ACUA) is soliciting proposals from qualified firms to provide professional environmental services for groundwater monitoring at the ACUA Landfill. The selected firm will be responsible for performing sampling, analysis, and reporting in compliance with all applicable federal and state regulations, including New Jersey Department of Environmental Protection (NJDEP) requirements. Services include routine groundwater sampling, statistical analysis, preparation of required reports, and support for regulatory compliance to ensure protection of surrounding water resources. Responsibilities of the Proposer - Scope of Work Task 1 - Semi-Annual Groundwater Sampling The number of wells included in the semi-annual sampling event at the ACUA landfill is ten monitoring wells. The Semi-Annual Groundwater Monitoring at the site will include the April and October rounds of groundwater sampling at the site using low-flow sampling methods. Purging of the wells will be done at a flow rate of approximately 100-200 milliliters per minute using dedicated QED bladder pumps. Actual purge rates and the duration of purging will be determined based on vendor's hydrologic judgment and site history in order to collect a groundwater sample that is representative of the groundwater quality of the aquifer. During purging field parameters, including pH, specific conductance, temperature, and turbidity, will be monitored. Specific sampling protocol will be based on feedback from the New Jersey Department of Environmental Protection (NJDEP) and procedures in the approved Groundwater Protection Program Plan (ACUA, Sept. 2, 2003). Quality Assurance samples will be collected in accordance with NJDEP requirements and will involve a duplicate sample for each sampling round, and a trip blank for each shipment containing volatile organic compound (VOC) samples. The costs to be included in this proposal are for the completion of the sampling of ten monitoring wells using the dedicated bladder pumps. No resampling of wells is included in this proposal. If resampling of monitoring wells is required, this work can be completed on a time and materials basis. Vendor will use its hydrologic experience at solid waste (or similar) facilities, in order to collect samples with minimized potential for false positives due to turbidity, cross-contamination, and other factors. Field personnel should be trained in the collection of groundwater samples using low-flow (minimal drawdown) sampling methods. Task 2 - Water Level Measurement for Non-Sampled Wells In addition to measuring groundwater levels in ten monitoring wells prior to purging, the Groundwater Protection Program Plan requires ACUA to measure water levels in ten additional monitoring wells and piezometers. Provide a cost to conduct this task in conjunction with the groundwater sampling. In order to minimize the potential for cross contamination of wells, vendor decontaminate the water level probe between wells. Task 3 - Miscellaneous Consultation Provide miscellaneous consulting services that may be required throughout the year. These services may include review of analytical results, resampling of monitoring wells due to statistical exceedances, regulatory correspondence, and assistance with permitting issues. Award Contract: November 20, 2025 The Atlantic County Utilities Authority is soliciting proposals through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. Question Deadline 10/14/2025 at 4:00 PM ET All questions relating to the RFP are to be directed in writing to the Authority Procurement and Contracts Manager via electronically. No questions will be received or addressed after this time. No Questions Will Be Answered Over the Phone. Proposers are advised that any questions related to substantive aspects of the RFP, to the extent that the answer affects all vendors ability to compete equally, may be distributed to all vendors who have obtained specifications via an Addendum. The method of Contractor Selection has not been Determined at this time.
