Site work and new construction of a mixed-use development in Lansing, Michigan. Completed plans call for site work for a clubhouse / community center; and library.

The City is seeking a qualified Consultant to provide conceptual design, site assessment, cost estimation, and community engagement facilitation services for the development of a multi-purpose community center that could include community space, library, and multi-purpose courts. The feasibility study must explain the type, size, programs, costs, and strategic relationships required for a potential multi-generational, multi-purpose community center. The project requires a professional planning and design team with expertise in community center planning, program development, design, needs assessments, feasibility studies, construction cost estimating, forecasting of operating and maintenance expenses, library analysis, understanding of government funding, and partnership development. The scope of services includes project review, demographics and market analysis, community engagement, programming, site analysis and concept solutions, operations analysis, project capital cost estimate, funding analysis, and the preparation of a final written report with conceptual drawings and presentations. Proposals must include: General Firm Introduction, Project Understanding, Project Approach, Proposed Project Team and Experience, Schedule, Statement of why your firm should be selected, Any Additional Information, Consultant Cost (with a not-to-exceed total cost of $75,000), and Insurance Certificate. The proposal should detail specific approaches and methods, team member roles, relevant experience with references, a proposed project delivery schedule, and supporting documentation. Proposals lacking a 'Not to Exceed' cost will be disregarded. Components of the services, at a minimum, will include: 1. Project Overview & Existing Information Project review, identify constraints, and parameters. Meet with team and develop an outline of critical issues, concerns, and objectives for the project. Review existing facility assessments and masterplans of Lansing Parks Master Plan. Review existing data from city groups of the Community YMCA, Libraries and Nature Centers. Review of existing facilities/programs/services.
