Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Bidders may not withdraw their Bids for a period of 45 days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Wage rates for this Project are subject to both the minimum wage rates as per New York State Prevailing Wage Schedule and to the minimum Davis-Bacon Wage Rates. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Any contracts awarded under this Invitation to Bid are expected to be funded in part by a grant from the New York State Environmental Facilities Corporation and the Clean Water State Revolving Fund whose requirements must be met.
