The Sullivan County Commissioners will receive sealed bids, one original and two copies, for the structure demolition at 1205 Old Bernice Road, Mildred, Pennsylvania, on behalf of the Baptist Church of Mildred. The items of work include: asbestos abatement, mobilizing/demobilizing, erosion and subdimension controls, demolition of one building, substructure, earthwork and grading, and all incidental work related thereto. Each bid must be accompanied by a bid security not less than ten percent of the amount of the bid. The successful bidder will be required to furnish satisfactory performance and labor and material payment bonds. Contractors must establish goals for female and minority participation in the onsite workforce, meet MBE and WBE participation goals, adhere to federal equal opportunity and Section 3 requirements, and comply with the Buy America, Build America Act as well as Davis-Bacon and Related Acts. Bidders must submit documentary evidence of outreach and commitments to minority, women, and Section 3 business concerns, with supporting certification. The Sullivan County Commissioners reserve the right to reject any or all bids and waive informalities in the bidding. Bids may be held for up to sixty days for review prior to contract award. Required submission documents include a bid bond, bid documents, a bidder questionnaire, and bid pricing in the provided formats. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents.
