The City of Salem is seeking sealed proposals from qualified Offerors to establish a contract for the purchase of new Transformers. Offerors are required to submit one original, three copies, and one electronic copy of their proposal in a sealed envelope clearly marked with the company's name and the RFP number. Late, faxed, or emailed proposals will not be accepted. Proposals will be reviewed by an evaluation committee, and no information regarding Offerors or proposals will be released until after the negotiation process. The City reserves the right to cancel the RFP, reject any or all proposals, waive informalities or irregularities, award any part of a proposal, and award to the Offeror whose proposal is determined to be in the best interest of the City. Prices or terms shall remain valid for sixty days after proposal opening, unless withdrawn in writing.
