The City of Conroe is accepting Competitive Sealed Proposals for the 2024-10 Sanitary Sewer Rehabilitation - SSOI Program Section 10 & 11 in Montgomery County, Texas. Proposals must be submitted either electronically through the OpenGov Procurement Portal or manually in quadruplicate, and must be appropriately marked. Proposals must be accompanied by a certified check or bid bond in the amount of 10% of the bid, issued by a State of Texas bank or Surety Company with a state permit. The successful proposer is required to furnish a performance bond and a payment bond, each for 100% of the contract price, using provided forms and from an approved Surety Company. Specifications and documents can be reviewed and downloaded on OpenGov, and all questions must be submitted through the same portal. No conditional, modified, or substituted proposals will be accepted. The City may contract with the best value offeror meeting all requirements, based on selection criteria, and reserves the right to reject any or all proposals, award parts of bids, and waive informalities. The project will be performed mainly by pipe bursting method. The project also includes rehabilitation of approximately 46 existing manholes, CCTV, and point repairs. Interpretations or Addenda. No Oral Interpretations will be made by any bidder. Each request for clarification shall be made in writing to the Grant Recipient or engineer no less than seven days prior to the bid opening.
