Bidders desiring further information or further interpretation of any part of the Contract Documents are hereby obligated to submit a written request for such information to Engineer not less than seven (7) calendar days before the Bid opening. Scope of Work includes water plant expansion with a ground storage tank, hydropneumatic tank, booster pumps, control building, surface water metering station, generator, and associated electrical and site work. Instructions to bidders: Each Bid must be accompanied by a Bid bond or a certified or cashier's check in an amount not less than two percent (2%) of the total Bid. If a certified or cashier's check is provided, the successful bidder must deliver the original to the bid opening address within one business day of bid opening. Bidding documents can be examined at LJA Engineering, Inc., AGC of Texas, Construct Connect, and Amtek, or obtained upon payment of $95.00 plus delivery costs ($50.00 for electronic copy) at LJA Engineering, Inc. or https://bids.lja.com. Electronic Bids and Bid Securities must comply with Owner's Electronic Bidding Rules and be submitted via https://bids.lja.com. Bidders must register and obtain bidding documents for the required payment to submit an electronic bid. The Owner reserves the right to reject any or all Bids and waive any defects except the time for submitting a Bid. The successful bidder will be determined as the responsible bidder most advantageous to the District and result in the best and most economical project completion. Subchapter J, Chapter 552, Government Code, may apply, and the contract can be terminated if the bidder fails to comply with that subchapter.
