The City of Wheaton is seeking competitive bids for Snow and Ice Removal Services for City sidewalks. The Contractor shall provide all labor and equipment to efficiently remove snow and ice 24/7 for the entire winter season. The contract term shall commence with the winter season of 2025-2026. The season is considered to be, but not limited to, October 31st through April 30th. The City may elect to extend the term of the contract for two (2) additional one-year terms. Contractor shall provide all labor and equipment to efficiently remove snow and ice from approximately 281,660 square feet of pedestrian sidewalks within the City. Services are to be performed in accordance with these specifications, under the direction of the City of Wheaton Department of Public Works. Snow and ice removal operations shall be performed in the following priority, unless otherwise directed by the City's Snow Command Office. Maps of these areas can be found on Attachment A. Police Department, Metra Parking Lots, Commuter Parking Lots by 5am. City Hall, Library, and Parking Garage sidewalks by 7am. Central Business District Corners and Handicap Access Panels by 8am. Miscellaneous sidewalks within 8 hours of callout. The Contractor shall provide 24-hour service including Saturdays, Sundays, and Holidays for the entire winter season. The time of completion for the performance of this contract is of the essence of this contract and since quantifying losses arising from Contractor's delay are inherently difficult insofar as delay may impact traffic and the provision of City services to the public, the City will require Contractor to compensate the City in the amount of $1,000.00 for (i) each instance in which Contractor does not fully respond to the City's call for snow and ice removal within 90 minutes of notification from the City; and (ii) each instance in which the City is required to recall the Contractor to complete its snow and ice removal service obligations. Thisis not meant to be a penalty, but rather as a reasonable measure of damages given the nature of the losses that may result from delay. All equipment shall be appropriately licensed and inspected by the State of Illinois. Copies of licenses and the last IDOT safety inspection shall be submitted to the Procurement Officer prior to the execution of the contract. Following award, the Contractor shall inspect all areas designated in the Scope of Work with the City's Snow Command Team representative(s) prior to November 1, 2025, and any existing deficiencies shall be reviewed together by the Contractor and the City's Snow Command Office representative at the time of this inspection. A list of all existing deficiencies shall be made by the City's Snow Command Team and that list will form the basis for the determination of damages. The Contractor and the City's Snow Command Office representative(s) shall conduct a second inspection and review no later than April 20, 2026, to note any additional damage. The Contractor assumes responsibility for any damage incurred through negligence by the Contractor's personnel or his/her subcontractors. The Contractor shall be solely and fully liable for any loss, injury or damage resulting from the performance of this Agreement. Last Date for Questions: No later than October 16, 2025, at 11:00 am (CST). All questions concerning this solicitation shall be directed to Tony Sperkowski, Procurement Officer at asperkowski@wheaton.il.us. To be considered, written inquiries shall be received. Questions shall be responded to in the form of a written addenda and published on the City's website available for all vendors. Contact with anyone other than the Procurement Officer for matters relative to this solicitation during the solicitation process is prohibited. Bid Bond in the amount of 10% of the contracted amount is required with submittal. Performance and Payment Bonds are required upon award. The City reserves the right to recall the snow removal crew if snow and ice removal was not completed to the satisfaction of the City's Snow Command Office, at no charge to the City.
