Questions concerning this RFP must be submitted in writing to mzammuto@concordma.gov and procurement@concordma.gov by October 8, 2025 at 4:00 p.m. Eastern. Written responses will be issued via numbered addenda no later than October 16, 2025 and distributed to those who have registered for the RFP package. It is the responsibility of each proposer to check for addenda and acknowledge receipt on the Addenda Acknowledgement Form. In accordance with M.G.L. c.30B, Section 16, the Town of Concord (the "Town") invites sealed written proposals from qualified consultants to update the Town's 2020 Climate Action and Resilience Plan, as described in the Request for Proposals (RFP) documents. The revised Plan will serve as a comprehensive strategy for addressing climate change in Concord and will identify targeted policies, programs, and projects that will both mitigate the Town's contribution to climate change, with the goal of reducing greenhouse gas (GHG) emissions 85% by 2050 from the baseline established in 2008 and prepare Concord for the impacts of climate change. Event bid note: Pursuant to M.G.L. c.30B 16, proposals shall be submitted in TWO (2) separate, sealed envelopes inside one outer envelope as follows: o Envelope A - Non-Price (Technical) Proposal: One (1) original, five (5) copies, and one (1) electronic copy on USB o Envelope B - Price Proposal: One (1) original Both envelopes must be clearly marked with the RFP title, the proposer's name, and either "TECHNICAL" or "PRICE." Envelope B will remain sealed until completion of the Town's evaluation of Envelope A. Late, faxed, or emailed proposals will be rejected unopened. The outer envelope must be clearly labeled: "RFP 26-2017 - Climate Action and Resilience Plan Update." The Town reserves the right to reject any and all proposals, cancel this solicitation, waive minor informalities, and award the contract deemed to be in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
