The City of Lilburn is soliciting sealed electronic bids for RFP 2025-01: Design, Permitting, and Bid Support for Camp Creek Streambank Stabilization. The project involves implementing green infrastructure improvements within Lilburn City Park to stabilize approximately 890 linear feet of Camp Creek and its associated 50-foot riparian stream buffers using bio-engineered stabilization techniques. The work aims to address environmental degradation, mitigate flooding, sedimentation, and erosion along the stream channel situated between the CSX Transportation railroad and the Camp Creek Greenway Spur Trail bridge. Bidders must submit inquiries through the City eProcurement Portal. The City reserves the right to reject or accept any or all bids and may make awards as deemed in its best interest, whether to a single or multiple bidders, or for the whole or part of the bid. Task 1 - Site/Data Review and Collection A. Survey - City of Lilburn will provide a topographic base survey signed/sealed by a GA registered surveyor to encompass project extents to include: o Project area within City property and topo at 1' contours o CSX Transportation right of way o Existing trees over 6" caliper (type/size) and specimens (to be saved where possible) A. Points of wrested vegetation as 25', 50' and 75' stream buffers o stream channel cross-sections, and o 100-year floodplain o Utilities such as minor storm drains from overflow ponds to Camp Creek (mapped in Gwinnett County public GIS) B. Wetland delineation - City will provide extents of impacts, determination of nationwide or general permit and preliminary documentation warranted for CWA 401/404-permit applications. C. Concept Plan Exhibit A - City will provide 2022 Preliminary/Concept Plan as a basis for 30% design. D. Additional assessment shall be proposed and performed by the design consultant to support the restoration project (hydrologic/hydraulic analysis, modeling-verify bank full stage and bank-full discharge, stream velocity, shear stress and/or power) as needed for phasing. The data analyses, summary and methods used to collect data and recommendations shall be compiled in a Draft Basis of Design (BOD) report as a deliverable, to include a color base map and stream stabilization layout exhibit (30% design) for public comment (online via city webpage and/or social media). Task 2 - Community Outreach A. City of Lilburn will provide the preliminary project boundary map Exhibit B, existing data and preliminary correspondence with various jurisdictional entities. Consultant shall support the City's ongoing efforts to engage with these various entities to obtain findings in support of EPA (NEPA) approval of a finding of Categorical Exclusion (CATEX): o State Historic Preservation Office o US Army Corps of Engineers o US Fish and Wildlife Services (City to provide Endangered Species desktop review, site area habitat assessment and static presence/absence determination) o Tribal communities (w/EPA assistance) B. Consultant will attend two public meetings with community stakeholders, staff and City Council to present the 60% design goals and the 90-100% design and expected outcomes. One stakeholder meeting would be during a regularly scheduled City Council work session prior to a City Council meeting and a second would be at a Mayor's Town Hall Meeting (both Monday evenings). The final design to reflect input from stakeholders where reasonable and within the construction budget. C. Recorded public comments shall be included in an Appendix of the Final Basis of Design Report (BOD) as a deliverable to the City of Lilburn. 5.7. Task 3 - Stream Stabilization Design and Permitting Question Deadline date changed from 11/07/2025 to 11/20/2025 as per Addendum 4
