This project features improvements to four streets in the City of Springdale: Highland Avenue, Shipley Street, Porter Avenue, and Dyer Street. Improvements to all streets will include an asphalt mill and overlay. Some portions of the streets will be removed and replaced, fully reconstructing the street section with geogrid, select fill, class 7 aggregate base course, and superpave asphalt. Improvements will also include replacing concrete curb and gutter, and above ground utility adjustments to finished grade (manholes, valves, etc.). Bids shall be on a unit price basis. Each bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to City of Springdale in an amount not less than five percent (5%) of the amount bid. Arkansas State Contractor Licensing Law applies to this project, and subcontractors are also required to be licensed according to Arkansas State Law. Licensure is not required to submit a bid; however, evidence of licensure shall be provided to the Owner prior to signing the contract. The Owner reserves the right to waive irregularities and to reject bids and to postpone the award of the Contract for a period of time not to exceed beyond 90 days from the bid opening date. Bidders must download bid documents from the MCE online plan room to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt. The City of Springdale encourages all qualified small, minority, and women business enterprises to participate and encourages general contractors to subcontract portions of their contract to such enterprises. Any person contemplating the submission of a Bid shall have thoroughly examined all of the various parts of these Documents and, should there be any doubt as to the meaning or intent of said Contract Documents, the Bidder should request of the Engineer, in writing (received by the Engineer at least five working days prior to bid opening), an interpretation thereof.
