Update and analyze socio-economic data including population, employment, income, education, housing, and land use trends. Revise elements of the Comprehensive Development Master Plan as necessary to ensure consistency with planning horizons extended to 10-year and 20-year periods. Further amend the Comprehensive Plan to include new goals, objectives, and policies necessary for implementation of the Village Council’s Strategic Plan; update or delete goals and objectives as appropriate; and reduce redundancy in objectives and policies. Make minor adjustments to the Future Land Use Map, except for changes in land use categories or permitted density/intensity. Maintain and amend all maps via the Village’s GIS Consultant as needed. Prepare an electronic survey for Pinecrest residents and business owners, coordinate public input through meetings and online updates, and present recommendations in two public hearings before final adoption. All proposals must include: cover letter, firm qualifications and relevant experience, project team and resumes, detailed work plan and timeline, cost proposal itemized by task, and references for a minimum of three similar projects. Submit one original, five copies, and one digital version (CD or USB Flash Drive in pdf format). Late submissions are not considered. Responses will be evaluated on relevant experience, technical approach, team qualifications, competitive cost, and local knowledge/engagement.
