The City will accept Statements of Qualifications from firms interested in providing professional municipal engineering services, including services for wells, water treatment, water conveyance, water control, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical engineering reports, cost estimates, environmental reviews, grant and loan application writing, preparing plans and specifications, construction administration and inspection services, and developer/residential plan review. The consultant should have extensive experience with the preparation of funding applications. Design, plans, specifications, and services during construction for street and utility improvements may include projects funded by various state and federal agencies and programs. Grant applications may be submitted to the Community Development Block Grant program or other agencies for funding to complete studies and/or construction projects. Should CDBG grant funds be secured, cost-plus-percentage-of-construction-cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement, and conduct of the project. Statements of Qualifications are limited to twelve pages and will be evaluated on relevant experience in similar work, qualifications of key personnel, experience with municipalities of similar size, experience with state and federal funding programs, previous performance on public projects, and references. Three copies of the Statement of Qualifications must be submitted. The City's selection of consultants will be made from the Statements of Qualifications received by the specified deadline. The most highly rated firms will be selected from the submissions for the specific services required. The City may negotiate a professional services contract with the selected firm(s) and may advertise and select firms separate from this solicitation at its sole discretion. Interviews may be held at the City's discretion.
