This project includes the upgrading of the City of Spokane water intertie at Craig Road and McFarlane Road and upsizing 4,000 linear feet of transmission main on McFarlane Road from Craig Road to Lawson Street from a 12-inch diameter PVC main to a 24-inch diameter PVC main. The consultant will prepare bid documents, including plans, contract documents, and a consultant's estimate for construction. Contract documents will include all federal requirements for DBE, Davis Bacon, Build America/Buy America, and American Iron and Steel. Consultant services include: preparing a base map from AutoCAD drawings, developing plan and profile sheets, preparing contract documents based on standard specifications, preparing construction cost estimates, finalizing design drawings and contract documents, completing environmental reviews to meet EPA requirements, completing an Inadvertent Discover Plan, utilizing a subconsultant to perform a cultural resources survey, assisting in the public bid process, reviewing and evaluating submitted bids, and potentially providing construction management services during the construction phase. Statements of Qualifications are limited to twelve pages and must clearly outline key personnel, their qualifications and experience with potable water and public works projects, and experience with federal funding sources. Proposals will be evaluated on past performance, relevant experience, experience with federal funding, personnel qualifications, experience with similar communities, and previous performance on public water projects. The highest-rated firms will be selected and may be interviewed at the City's discretion. The City reserves the right to amend the RFQ, issue addenda, withdraw the RFQ, and select firms through separate solicitations.
