Hinsdale County, Colorado, is requesting proposals from contractors to provide procurement services for all furnishings, fixtures, and equipment necessary for a new County Operations Building. Sealed proposals submitted by mail should be labeled "Furnishings, Fixtures and Equipment RFP" on the outside of the envelope. Questions regarding the Request for Proposal (RFP) must be received by close of business no later than seven calendar days prior to the submittal deadline. Question Deadline 10/24/2025 PURPOSE Hinsdale County is seeking a contractor to provide procurement services for all furnishings, fixtures and equipment necessary for a new County Operations Building. D. BACKGROUND Hinsdale County is a small county in Southwest Colorado that is home to about 774 residents. Lake City is the County seat and the location of the currently under construction new Hinsdale County Operations Building. The Hinsdale County Operations Building will be a 6,325 SF, single story building that will be located in downtown Lake City on the southwest corner of 4 th Street and Henson Street. The building is currently anticipated to be completed in early 2026. The building will serve as the Hinsdale County Administration Office, Emergency Management Operations Center, and the Hinsdale County Sheriff's Department. The building will also house the Board of County Commissioners' Meeting Room. The new Emergency Operations Center will be important for Search and Rescue teams and other personnel to have a state-of-theart space to work out of during emergencies. Hinsdale County sees this building as a facility that will serve the County for the next 30-50 years. It is thus important to furnish the building with quality systems,furniture, fixtures and equipment that will meet the needs and demands of the facility. The construction of the building is funded through Hinsdale County capital reserves and a series of grants including the following: Department of Local Affairs - Energy Impact Assistance Grant Public Electrification Grant FEMA Grant (Emergency Operations Centers) Payments for FFE will come from Hinsdale County. Total budget for FFE is $100,000 to $120,000. The primary floor plans and finish schedule are provided in the attached documents. Per the construction schedule, all FFE would need to be ordered by end of year 2025 in order to be ready to deliver and install into the completed facility by spring of 2026. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. *This project timeline has been extended due to the public health crisis. The FFE budget is $100,000 - $120,000 as is stated in the RFP. The County intends to contract with a quality firm to provide the following services: 1. Work with the owner in final selection of furniture, fixtures and equipment within the owner's stated budget. The final furniture layout could include alternatives for Sheriff's Office storage and other VE options, if necessary. 2. Provide a procurement schedule working backwards to understand when all items will need to be ordered and purchased to furnish the building by the anticipated completion of the building in Spring 2026. Coordinate with the owner/architect to make sure final construction schedules are understood and shared. 3. Provide accurate record keeping and clarity for all payment procedures and costs associated with procurement, shipping, installation, warranties, etc. of the FFE.
