Site work and paving for a mixed-use development in Saint Louis, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
St. Louis County Project No. AR-1821 Federal Project No. STP-5613(609) consists of pavement rehabilitation of existing pavement, installation of ADA compliant curb ramps, sidewalk repairs, curb repairs (as needed), traffic signal and pedestrian signal upgrades on North Hanley Road from Natural Bridge Road to 1-70. The successful Bidder or Bidders shall be required to comply with the most current applicable Federal (Davis-Bacon Act) and State statutory provisions concerning the payment of prevailing wages on public works, Section 290.210 through 290.340 R.S. Mo. 1959, as amended. All contractors must be on the Missouri Department of Transportation's approved contractor listing, seven (7) days prior to bid opening. Contractors and sub-contractors who sign a contract to work on a public works project shall provide a ten (10) hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. St. Louis County hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. All questions must be submitted by 5:00 p.m. on October 29, 2025, via e-mail to Jill Allen, JAllen@stlouiscountymo.gov. Bids must be accompanied by a certified check or bidder's bond in an amount equal to 5% of the total bid. All checks shall be made payable to Treasurer, St. Louis County. The right is reserved by the St. Louis County to reject any or all bids. The DBE Goal for this project is 7%. No 2nd tier subcontracting will be allowed on this project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This work shall consist of clearing and disposing of vegetation, soil, and debris within the limits of the pedestrian access route. The pedestrian access route shall be defined as all sidewalks and curb ramps within the project limits. A. For projects with at least 1,000 tons of total quantity involving applicable bituminous materials, cost adjustments will be made to provide additional compensation to the Contractor, or credit to the Department, for fluctuations in the cost of bituminous materials when optioned by the Contractor. The adjustments shall apply to any permanent or temporary plant mix bituminous base, pavement, wedging, surface leveling, and overlay [any hot-mix asphalt (HMA) mixtures]. The adjustments shall not apply to bituminous prime coats, tack coats, microsurfacing, slurry seal, aggregate sealcoat, crack filling/sealing, or joint filling/sealing. B. The bidder shall indicate on the acceptance form in the Bid Documents whether or not this special provision will be part of the Contract and submit the completed form with his/her bid. Failure to submit the form, or failure to fill out the form completely, shall make this Contract exempt of bituminous materials cost adjustments. This work shall consist of milling depth transitions, either longitudinally or transversely to depth, profile and cross slope shown on the plans, or as directed by St. Louis County. A. This work shall consist of installation and maintenance of temporary erosion control measures required per the St. Louis County "Sediment and Erosion Control Manual" or as ordered by the Engineer during the life of the Contract, to control water pollution through use of berms, dikes, dams, sediment basins, fiber mats, netting, gravel, mulches, grasses, slope drains and other erosion control devices or methods. B. The Contractor will be responsible for creation and implementation of an erosion control plan which follows the requirements set forth in the St. Louis County "Sediment and Erosion Control Manual". The Contractor created erosion control plan must be approved by the resident engineer prior to commencement of construction activities. C. The temporary pollution control provisions contained herein shall be coordinated with the permanent erosion control features specified elsewhere in the Contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and post-construction periods. For all new traffic signal and pedestrian signal installations, and modifications to existing installations (including, but not limited to, underground conduit, wiring, pull boxes, concrete bases, signal heads, detectors, posts, poles, and mast arms; including relocation and/or removal), Contractor shall provide As-Built Drawings for each and every location, as defined below. As-built drawings shall reflect all changes made in the specifications and working drawings during the construction process, and show the exact dimensions, geometry, and location of all elements of the signal work completed under the contract. A. Prepare and maintain one (1) set of as-built drawings using an unaltered set of original project plans, to show all as-constructed information, including: 1) Any plan clarifications or Change Order changes. 2) Locations of any new underground installations. 3) Location, size, and type, of products or components used/constructed in the work. B. Neatly prepare as-built drawings as follows: 1) Place markings on the project record drawings using red ink or red pencil. 2) Do not eradicate or write over original figures. 3) Line out superseded material. 4) Submit additional drawings if the required information cannot be clearly shown on the original set of project plans. The additional drawings must be at least 11 by 17 inches and at most 24 by 36 inches. 5) Sign and date each sheet verifying that all as-built information shown on the drawings is correct. C. Review the as-built drawings with the Engineer during the progress of the work to assure that all changes and other required information are being recorded. D. Upon completion of the work, Contractor shall submit as-built drawings to the Engineer for review to determine completeness and adequacy of the drawings. If the as-built drawings are unacceptable, Contractor must inspect, measure, and survey the work as necessary to record the required additional information.
