Renovation of a multi-residential development in Chester Township, Pennsylvania. Completed plans call for the renovation of a one-story above grade multi-residential development.
Sealed bids will be received and considered for Family Management Center Mechanical Systems Upgrades. The project will be awarded under one Prime Contract, in accordance with Pennsylvania State Code. Bids must be submitted electronically via the PennBid Program on the form furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in Pennsylvania, in the amount of at least ten percent of the total bid made payable to the Owner. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent of the Contract Price with a corporate surety approved by the Owner. The project is governed by the Commonwealth of Pennsylvania Commonwealth Financing Authority and various State labor and administrative requirements apply, including that all wages paid are consistent with the Pennsylvania prevailing wage structure. Award of Contract will be to the lowest responsible bidder, but the Community Action Agency of Delaware County reserves the right to reject any or all bids and to waive any informalities. The line bundles, fed through the building, shall be protected in a framed and enclosed box at the second and third floor utility room. Penetrations through the floor shall be fire caulked. The owner shall expect a new, efficient, and reliable HVAC system for each of the areas indicated. All parts, installation and labor, should be warranted for 1 full year. Notice to Proceed is expected to be mid-December 2025. The Contract Time to fully complete the project is estimated to be (75) consecutive calendar days. Q/A:- Every request for such interpretation should be in writing via the "Questions" feature within PennBid and to be given consideration, must be received no later than Wednesday, October 22, 2025 @ 2:00 PM. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if issued, will be distributed to all prospective bidders no later than Friday, October 24 @ 4:00 PM.
