Separate sealed Bids for CONTRACT #P2025-11, LIQUID CAUSTIC SODA, will be received by the Delaware County Regional Water Quality Control Authority (DELCORA). All bids shall be submitted and updated online via the PennBid™ Program. All bidding documents and solicitation details are available at no cost at PennBid™. All Bids must be accompanied by a bid bond or certified check for the amount of 10% of the total bid proposal. Each bid shall be submitted in accordance with the Bidding Documents, particularly the Instructions to Bidders. All bidders must strictly adhere to all terms and conditions set out in the Bidding Documents. Questions concerning compliance with the terms and conditions must be raised prior to submission of the bid, and submission constitutes the bidder’s agreement to comply. All Bids, experience statements, bonds, and insurance certificates must be executed on the forms provided in the Bidding Documents. DELCORA reserves the right to reject any and all Bids, in whole or in part, to eliminate any item or items from the Contract, to waive any informality, omission, error, mistake, defect, or irregularity in the Bids, and exercise its judgment as to the comparative merit of the products and services offered. All Bids shall remain open for up to sixty (60) days after the Bid opening for review and investigation of qualifications. Award of the Contract, if made, will be to the lowest responsible and responsive bidder.
