A turnkey elevator install Everything will be handled by the elevator contractor that is awarded the bid The successful proposer shall provide all labor, materials, equipment, supervision, engineering, permits, testing, and other services necessary for the complete and turnkey replacement/modernization of the elevator(s) as detailed in this RFP. The work shall include, but not be limited to, the removal of specified existing components, the furnishing and installation of new components, and all necessary adjustments and tests to ensure safe, reliable, and code-compliant operation. Question Deadline 10/22/2025 at 12:00 PM ET Questions about this RFP and/or bid RFIs shall be made in writing and directed to: Primary Contact: Kevin Brown Facilities Superintendent Caroline County Department of Public Works 410-479-0520 kbrown@carolinemd.org Secondary Contact: Robin Eaton Director of Public Works Caroline County Department of Public Works 410-479-0520 reaton@carolinemd.org SCOPE OF WORK: CONTROLLER: Remove the existing controller and replace it with a new NON-PROPRIETARY controller equipped with the following features: o Software: All programming software is non-proprietary, allowing the end user the flexibility to contract for maintenance with any elevator service or organization. o Manufacturing & Assembly: All components used in the controllers must be standard industrial electronic components that assure the highest reliability, lowest cost, and ready availability in the marketplace, resulting in lower cost of maintenance and minimal downtime for building owners. Diagnostics & Testing: Every controller we supply must pass a full-function test in the factory, where actual field operations are duplicated (as close as possible). When solid-state drives are used, drive parameters are aligned as closely as possible to actual motor conditions to guarantee quick setup and reliable operation. With all microprocessor-based systems having built-in diagnostics as a standard feature, no proprietary diagnostic tools are ever required. WIRING Remove the existing wiring and replace it with new as follows: o New traveling cable to extend from inside the elevator cab to the machine room. o New wiring throughout the hoistway. FIXTURES Remove the existing fixtures and replace them with new as follows: New fixtures will be code-compliant and equipped with all of the 2019 safety features. Install a new Car Operating panel with a flush-mounted ADA-compliant phone and communication camera. New digital position indicators - inside the car operating panel and on the egress hall landing. New hall stations on all floors. New hoistway access and fire service. New phone line monitoring. New car riding lanterns. New car top inspection. New braille on each hoistway landing. PUMPING UNIT Provide new submersible pumping unit, motor and oil. o o Motor o IMO Pumps o Maxton Valve Standard (Mounted Inside the tank) o 12 ga. Enamel Tank o Isolated Anchoring Feet o Noise Reducing Muffler o Oil Level Dip Stick o Isolated Pump/Motor Suspension for Easy Removal & Quiet Operation o Standard Size: 51" W x 42" H x 22" D o Provide new shut-off valves in the machine room & pit on existing piping. RAILS & BRACKETS Retain the existing rails and brackets. SLING & PLATFORM Retain the existing sling and platform. HYDRAULIC CYLINDER: Replace the existing Hydraulic Cylinder as follows: o Provide all rigging in order to support the car in overhead during demolition. o Perform all demolition and removal of the underground hydraulic cylinder and piston. o Remove any contaminants within the well-hole casing that can be hand-dug or removed with water and air. o Install new single or multi-piece hydraulic cylinder and piston, if required. o New cylinder to include the manufacturer's applied extruded coating for system protection from electrolysis. o Provide and install a schedule 40 PVC liner if well hole casing exists and if the existing well-hole casing is large enough to accommodate PVC and plumb a new jack. o Perform adjusting and full load test with the elevator inspector, as required. o Replace the existing spring buffers and pit steel with new. LIMIT SWITCHES: o Remove the existing electromechanical device and replace it with a new one to ensure this safety feature will continue working with the elevator. SLIDE GUIDES: o Remove and replace the existing guides with new. HALL DOORS: o Install new hoistway door panels at each landing. o Install new Header, Track, Rollers, Hangers, Interlocks & Door Closers. o Stencil the landing location on the back of each door panel. o Install two (2) new door gibs per panel and one (1) fire tab. CAB DOOR o Install new cab door panel. o Install new Header, Track, Rollers, Hangers & Door Clutch. o Install new Electronic Safety Edge. o Install new Toe Guard on the elevator platform to meet Code Compliance. DOOR OPERATOR: o Remove the existing door operator and replace it with a new GAL MOVFR VVF door operator. This high-performance, closed-loop, state-of-the-art door operator is equipped with a diagnostic tool. MISCELLANEOUS: o Include third-party testing and State of Maryland Testing of the elevator upon completion. o Contractor is responsible for permits. Make provisions for a new pit ladder, if needed. It would be covered under our proposed alternate #1. o Provide pricing for the following Cab Interior, Cab Flooring, and all Associated Building Work. The County Commissioners reserve the right to reject any/or all bids. CERTIFIED MINORITY BUSINESS ENTERPRISES ARE ENCOURAGED TO RESPOND TO THIS INVITATION TO BID.
