St. Clair County Parks (SCC Parks) is seeking bids for two aquatic herbicide treatments (treatments) of weeds and invasive plants in two management units, comprising approximately 15 acres, of Columbus County Park. This is a grant-funded project to establish native grassland in the park through the Michigan Department of Natural Resources' (MDNR) Wildlife Habitat Grant Program. The intent is to award a contract for a one-year period. Chemical treatments described in this request for proposal will be listed on the Six Rivers Land Conservancy / Lake St. Clair Cooperative Invasive Species Management Area (CISMA)'s ANC and NPDES permit and treatment authorization has been provided to these entities. Copies of the permit and treatment authorization are available upon request to the selected contractor (Contractor). Notifications to the public will be the responsibility of SCC Parks in close coordination with the selected Contractor, and public postings on the day(s) of treatment will be the responsibility of the Contractor. The management units included in this request for proposal include Unit 2, a 6-acre area of riparian wet meadow in the southeastern portion of the park south of the railroad crossing over the Belle River; and Unit 3, a 9-acre area of riparian wet meadow also in the southeastern portion of the park and north of the railroad crossing over the Belle River. More details are included below and in the appendix. Work to be included: Two herbicide applications The two management units, approximately 15 acres, listed above are to be treated with two herbicide applications prior to native wet prairie/grassland seeding (seeding by others or separate contract). The two herbicide applications are to be timed such that both cool season and warm season target species are effectively controlled, for example, one Fall 2025 application and one Spring 2026 application, or one Spring 2026 application and one Fall 2026 application. Timing, chemicals used, and methods of herbicide applications will be mutually determined by SCC Parks and Contractor. Weeds and invasive species to be treated vary by management unit and include Re ed Canarygrass, Canada Thistle, Poison Hemlock, and non-native biennial weeds and cool season grasses. Units 1 and 4-7 will be treated separately and by separate contract. More details are described later in this request and a project map and bid form are provided in the appendix.
