** As of November 6, 2025 project has been awarded to Riverview Paving Inc. with an amount of $363,317.59.** Sealed proposals are requested for the NJDOT FY2024 - Penn Avenue Improvements project. The work involves one Base Bid and one Alternate Bid. The Base Bid includes improvements to Penn Avenue (from Van Nostrand Avenue to 5th Street): removal of existing curb and sidewalk, construction and installation of new sidewalk, concrete curb, ADA ramps, traffic striping, upgrading inlets with eco curb pieces, full depth pavement repair, HMA milling and paving, and installation of a rectangular rapid flashing beacon (RRFB) system. Alternate Bid 'A' includes the replacement of fire hydrants at various locations throughout the project, with replacement up to the water valve. All work must be completed within sixty calendar days from issuance of a Notice to Proceed, and no later than April 30, 2026. Proposals must be prepared using standard forms included in the Contract Documents and enclosed in sealed envelopes bearing the name and address of the bidder and the project title. Each proposal must be accompanied by a statement of consent of surety from a company authorized in New Jersey and either a bid bond or a certified check made out to the Town of Dover for at least ten percent of the bid amount, not to exceed $20,000. The successful bidder will be required to provide a performance bond and a labor and materials bond for the project amount. Only properly qualified bidders as per the Contract Documents will have submissions accepted. The Owner reserves the right to reject any or all submissions, waive informalities not detrimental to the Owner's best interest, abandon the project, or increase/decrease the specified quantities. Applicable statutory and regulatory requirements, including affirmative action and public disclosure provisions, must be met. Such request shall be in writing, addressed to the Ownerís representative stipulated in the specification.
