Lower Alameda Park Electrical Improvements Project Question Deadline 11/03/2025 at 11:00 AM ET Location : online portal . Any questions regarding the project must be submitted via online. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, in favor of the County of Butler, in an amount equal to ten percent (10%) of the total amount of the Bid. The County of Butler reserves the right to waive any informality, defects, errors, omissions or irregularities in and to accept or reject any and all bids, or any part of any bid received. No bid may be withdrawn for a period of sixty (60) days. The estimated cost of this Project is more than Twenty-Five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. Bidders will be required to submit an executed non-collusion statement with the bid. A. Under this Division the CONTRACTOR shall furnish complete all materials, labor, plant and equipment necessary to perform work related to excavation, backfill, site drainage, and other site improvements and site restoration work, all as shown on the drawings or specified. B. All work shall be performed in accordance with the requirements of the Contract Documents and the General Conditions of the specifications and all materials and equipment furnished shall conform to those descriptions and requirements. All work shall be constructed complete. C. The CONTRACTOR shall be responsible and liable for all property damage and bodily injury that may result from his damaging or disturbing any structures, facilities, utility or process pipe lines, electric conduits, sewers, etc., and for all damages incurred as a result of his construction activities. He shall restore same to their original condition as soon as is reasonably possible after such damage is incurred. A. This section is provided for general information concerning concrete construction for this project. Refer to subsequent sections of Division 3 for further technical specifications relating to formwork, reinforcement, cast-in-place concrete, grout, etc. B. Furnish all material, equipment, labor, services, etc., to complete all cast-in-place concrete work on this project as indicated on the Contract Drawings and called for in the contract specifications. C. In general, concrete to be installed cast in place includes 1. All miscellaneous concrete as shown on the Contract Drawings or as necessary to complete the project. A. Provide concrete under this Section for applications including: 1. Miscellaneous Concrete A. The electrical contractor shall furnish all labor and materials and perform all work necessary for proper completion, operation and use of the electrical systems as herein specified and as shown on the Contract Drawings. B. It is the responsibility of the electrical contractor that the system is balanced, phased-out, tested, adjusted, fully protected, and coordinated. C. The work shall include, but not necessarily be limited to, furnishing, and installing the following items: 1. Temporary Electric for the complete project 2. Concrete Work for Electrical 3. Identification (cables, conduit & equipment) 4. Electrical Testing 5. Utility Service 6. Support Structures 7. Underground Raceways 8. Exposed Raceways 9. Wire, including fiber optic cabling 10. Grounding 11. Boxes 12. Grounding 13. Panelboards 14. Switchboard 15. Surge Protection Devices 16. Custom Control Panels D. Furnish and install all components of the listed systems as specified and indicated on the drawings. E. Generally, the work shall include a complete upgrade of the electrical distribution system at the "Lower" section of Alameda Park as well as the addition of network equipment throughout the lower park to support the future addition of security cameras. This work shall include but not be limited to the following: 1. Replace the existing utility electrical service that is currently located in a wooded area north of the pavilions (this is not to be used for a construction sequence). a. Remove the existing pole mounted meter and main distribution panel. b. Coordinate with the utility, the removal of the service transformers. c. Install a new utility transformer, meter socket, main distribution panel and grounding system at a new location just off the park access road. d. Install a new underground service conduit bank from the utility service pole. e. Coordinate with the utility, the installation of new primary circuit cables between the utility pole and the utility the new utility transformer 2. Replace the existing panelboards throughout the lower park: a. Office b. Carousel c. Motel d. Steel Workers Pavilion e. Jaycees Pavilion f. Kiwanis Pavilion g. Restrooms 3. Furnish and install security camera control panels at the following locations: a. Carousel b. Motel c. Restrooms 4. Replace the existing lighting and receptacles at the following locations: a. Carousel b. Steel Workers Pavilion c. Jaycees Pavilion d. Kiwanis Pavilion 5. Furnish and install a new flagpole flood light and two new parking area lights/poles complete with photo control. 6. Furnish and install new raceways and cables for the new electrical service, all new panelboards, security camera control panels and all new lighting and receptacles. This shall include service, feeder and branch circuit conductors as well as new fiber optic cabling. A new feeder circuit shall also be provided for a future sewage pump station, being provided by others. 7. A portion of the underground raceway and cable system will be installed under an existing stream. This stream crossing shall be in accordance with the specifications and details provided on the drawings. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to provide basic electrical materials in accordance with the plans and as specified herein. B. This section includes limited scope general construction materials and methods for application with electrical installations as follows: 1. Excavation for underground utilities and services, including underground raceways, vaults, and equipment. 2. Miscellaneous metals for support of electrical materials and equipment. 3. Nailers, blocking, fasteners, and anchorage for support of electrical materials and equipment. 4. Joint sealers for sealing around electrical materials and equipment, and for sealing penetrations in fire and smoke barriers, floors, and foundation walls. 5. Concrete used for the following: a. Housekeeping pads b. Electrical duct banks c. Pipe supports d. Filling in box outs in floor slabs, after conduit installation e. Pole foundations C. Where necessary, detailed specifications are provided elsewhere in this section and/or on the drawings. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to install wires, cables, and connectors in accordance with the plans and as specified herein. B. This section includes wires, cables, and connectors for power, lighting, signal, control, Instrumentation, and related systems rated 600 volts and less. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to furnish and install grounding materials in accordance with the contract drawings and as specified herein. B. This section includes solid grounding of electrical systems and equipment. It includes basic requirements for grounding for protection of life, equipment, circuits, and systems. Grounding requirements specified in this section may be supplemented in other sections of these Specifications. C. Applications of electrical grounding and bonding work in this section include the following: 1. Underground metal piping 2. Underground metal and steel reinforced concrete structures 3. Electrical power systems 4. Grounding electrodes 5. Counterpoise loops 6. Separately derived systems 7. Raceways 8. Service equipment 9. Enclosures 10. Equipment 11. Lighting standards 12. Isolated signal ground A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to furnish and install supporting devices in accordance with the plans and as specified herein. B. Types of supports, anchors, sleeves, and seals specified in this section include the following: 1. Clevis hangers 2. Riser clamps 3. C-clamps 4. I-beam clamps 5. One-hole conduit straps 6. Two-hole conduit straps 7. Round steel rods 8. Lead expansion anchors 9. Toggle bolts 10. Wall and floor seals 11. U-channel strut system C. Supports, anchors, sleeves and seals furnished as part of factory fabricated equipment, are specified as part of that equipment assembly in other divisions and Division 26 sections. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to provide raceways in accordance with the plans and as specified herein. B. Types of raceways specified in this section include the following: 1. Rigid metal conduit 2. PVC coated Rigid metal conduit 3. Liquid-tight flexible metallic conduit 4. Rigid, non-metallic conduit 5. Liquid-tight flexible non-metallic conduit 6. Wireways C. All required raceways are called out on the electrical drawings. In addition, the Electrical Contractor shall be responsible for providing raceways for the following systems: 1. Lighting circuits. This shall include branch wiring and any low voltage lighting network cabling. All lighting raceways shall be sized, furnished, and installed by the Electrical Contractor. 2. Telephone and data circuits. Where identified all telephone and data racewaysshall be sized, furnished, and installed by the Electrical Contractor. 3. The Electrical Contractor shall review all of the contract drawings to determine the number of and location of all devices associated with the above systems. D. Additional raceways shall be furnished and supplied by the Electrical Contractor, even if not specifically noted on the electrical drawings, but implied or noted on the plan drawings or schematic drawings. A. Provide all underground electrical duct banks as shown on the drawings and as required for proper installation of the various electrical wiring systems, including service feeders, power feeders, branch circuits, lighting, control, instrumentation, signal, communications etc. B. Complete all trench and backfill as required for the duct banks. C. Encase noted ducts in concrete complete with reinforcing bar and connections to manholes, hand holes, structures, etc. D. Notify the Engineer 24 hours in advance of all mandrel testing and concrete pours. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to perform the work in accordance with the plans and as specified herein. B. This section includes identification of electrical materials, equipment, and installations. It includes requirements for electrical identification components including, but not limited to, the following: 1. Operational instruction signs 2. Warning and caution signs 3. Equipment labels and signs A. The Electrical Contractor shall provide a new 400A, 208Y/120VAC, 3P4W electrical service at the Lower Alameda Park, located in Butler, PA. B. Include all one-time electric utility company charges for any required tree trimming, overhead primary extensions, poles, load break switches, primary cable, transformers, connections, meters, grounding systems, etc. or any work required to provide permanent electrical power to the project location. The utility work shall include transformers, poles, guys, anchors, wire, and terminations. All costs for the complete electric service shall be paid by the Electrical Contractor. A. Tests shall be made under the supervision and direction of an Electrical Engineer to insure that all apparatus function as designed. B. All defective material and workmanship disclosed as the result of the tests given herein shall be corrected. The Contractor shall show by demonstration in service that all circuits and devices are in good operating condition. Tests shall be such that each item of control equipment will function not less than five times. The cost of the tests shall be borne by the Contractor, including expense incident to retest occasioned by defects and failures of equipment to meet the Specifications. C. Unless otherwise specified, the Contractor shall supply electrical power necessary for the tests. D. Testing shall be performed on all equipment furnished under this contract. This shall include, but not be limited to: 1. Motor Controllers 2. Motors 3. Switchboards 4. Panelboards 5. Transformers 6. Automatic Transfer Switches 7. Lighting 8. Lighting Control Devices 9. Wire and Cable 10. Cable Tray 11. Power and Power Quality Meters 12. Circuit Breakers, Trip Devices and Safety Switches A. The Electrical Contractor shall furnish and install the panelboards as specified and as shown on the contract drawings. A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to furnish and install electrical boxes and fittings in accordance with the plans and as specified herein. B. Types of electrical boxes and fittings specified in this section include the following: 1. Outlet boxes 2. Junction boxes 3. Pull boxes 4. Bushings 5. Locknuts 6. Knockout closures A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to furnish and install wiring devices in accordance with the plans and as specified herein. 1. This section includes the following: a. Receptacles b. Ground fault circuit interrupter receptacles c. Switches d. Occupancy/Vacancy sensors e. Wall plates f. Surface-mounted service fittings A. The Electrical Contractor shall provide the labor, tools, equipment, and materials necessary to install enclosed overcurrent protective devices (OCPDs) in accordance with the plans and as specified herein. B. Work of this Section includes, but is not limited to: 1. Fuses rated 600A and less 2. Circuit breakers Procurement and installation of security camera control panels, fiber cable, installation of lighting, and new electrical panels for electrical improvements throughout Lower Alameda Park. This project also includes the removal and proper disposal of some existing electrical wiring in various Shelters. This project includes the installation of a new main distribution panel, and installation of all wiring associated with the electrical equipment from the distribution area to the new branch circuit panels, installation of power junction boxers, and fiber optic junction boxes, and underground conduit. Included in this project is all site restoration work and work to make the areas above any and all trenching back to existing conditions with gravel, pavement, seeding, mulching, etc. A. All work shall be performed in accordance with the requirements of the Contract Documents. All materials furnished shall conform to the descriptions and requirements and all work shall be constructed complete in order to provide the OWNER with an operable installation which is ready for use. B. The work under this contract includes work described in these Technical Specifications. This CONTRACTOR is designated as the "coordinating contractor" and is responsible for overall scheduling, expediting, site supervision and all other duties required to maintain orderly construction. C. Each CONTRACTOR shall make his own arrangements concerning requirements for field offices; utilities; tool, equipment and material storage; and toilet facilities. A. The Electrical Contractor shall: 1. Perform electrical demolition work noted on the General/Mechanical and Electrical Drawings. 2. Assist the General/Mechanical Contractor during demolition and removal of existing equipment, structures, motors, etc., which have electrical power and control connections. The Electrical Contractor is required to disconnect wiring and conduit connections prior to removal by the General/Mechanical Contractor. 3. Examine all the drawings, including the General/Mechanical drawings to determine what equipment and materials are being removed, replaced, demolished, etc. 4. Furnish all labor, materials, equipment, and appurtenances necessary to complete the electrical demolition work. 5. Electrical demolition work shall include but not be limited to: 6. All demolition work required to complete the electrical work as shown on the drawings. 7. Assisting the General/Mechanical Contractor as required, with disconnecting and wiring/conduit removal. $600,000.00 - $700, *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project consists of procurement and installation of security camera control panels, fiber cable, installation of lighting, and new electrical panels for electrical improvements throughout Lower Alameda Park. This project also includes the removal and proper disposal of some existing electrical wiring in various Shelters. This project includes the installation of a new main distribution panel, and installation of all wiring associated with the electrical equipment from the distribution area to the new branch circuit panels, installation of power junction boxers, and fiber optic junction boxes, and underground conduit. The work is specified in the Contract Documents prepared by Redcon Engineering.
