Site work and new construction of a water / sewer project in Brownsville, Tennessee. Completed plans call for site work for a one-story above grade water / sewer project; and for the construction of a 7,658-square-foot water / sewer project.

Separate sealed bids are requested for furnishing all labor, materials, equipment, and services required for the construction of Wastewater Treatment Plant Improvements, under one contract. The general scope includes: a new influent pumping station, new headworks, two new sequencing batch reactors, a new disinfection basin, new sludge digesters, a new sludge dewatering building, a new administration building, all associated piping, all associated electrical work, and site work. The allotted construction time is 730 calendar days, with liquidated damages for late completion set at $1,000 per day. Bidders must bring pre-qualification information to a mandatory pre-bid meeting, including: proof of a current Tennessee contractors license with the appropriate classification and sufficient limit, evidence of surety company backing with payment and performance bonds covering 100% of the subcontract value, a list of similar projects completed within the past five years with contract amounts, statement regarding any pending litigation on similar projects, and a completed application for construction prequalification. Failure to submit required prequalification information at the pre-bid meeting can result in disqualification. Bidders must adhere to state licensing requirements and submit required contractor, masonry, electrical, plumbing, HVAC, and geothermal classification details as outlined. The owner reserves the right to reject any or all bids, waive informalities, and negotiate as necessary. No bids may be withdrawn within 90 days after the opening date. Attention of bidders is drawn to employment conditions, minimum wage rates, and compliance with federal and state requirements. Bidders must observe all drug-free workplace, illegal immigrant, and Iran Divestment Act compliance certifications, and Davis-Bacon, American Iron and Steel, and Build America, Buy America requirements. The project is funded by a State Revolving Fund loan and subject to associated disadvantaged business enterprise (DBE) and solicitation requirements, including contacting at least 10 DBE subcontractors, professional service providers, vendors, or suppliers by certified mail and submitting evidence prior to contract award.
