The restoration of up to 10,000 SY of permanent street pavement located at various locations throughout the City of Newark, where water and sewer repairs have been previously performed. o The asphalt pavement repair, curb-to-curb milling and resurfacing and miscellaneous restoration of up to 250,000 SY of street pavement located at various locations throughout the City of Newark, where lead service line replacement and water and sewer repairs have been previously performed. In addition, the Contractor must certify that at least 25% of the total Contract bid price will be directed and paid to a minority business enterprise, either through joint venture arrangement, partnerships, subcontractors, the purchase of goods and services or any other method available. The term "minority business enterprise" means a business at least fifty-one (51) percent of the stock of which is owned by a minority group member. "Minority group members" are citizens of the United States, who are Black, Spanish speaking, Orientals, Indians, Eskimos, and Aleuts. Successful bidders shall be required to attend a meeting with, and obtain clearance from, the City of Newark's Office of Affirmative Action prior to execution of the contract. Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the form of a bid bond from a surety company licensed to do business in the State of New Jersey or a certified check in the amount of ten (10) percent of the Bid amount, not to exceed twenty thousand dollars. Bid Security must be accompanied by a consent of surety from the surety company. The Successful Bidder must furnish a 100 percent Performance Bond, and a 100 percent Payment Bond with a surety company licensed in the State of New Jersey and meets the requirements of N.J.S.A. 2A:44-143. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq.
