Solictation Posted 10/07/2025 The Federal Aviation Administration (FAA) has a requirement for the refurbishment of the parking lot for the TOWB at Savannah Hilton Head International Airport, in Savannah, GA. It is anticipated that a stand-alone contract with a Firm Fixed-Price pricing arrangement will be awarded as a result of this solicitation. The NAICS code applicable to this requirement is 238990. The business size standard for this NAICS is $19M. Contractors must be registered with the System for Award Management (SAM) at www.sam.gov on the established date for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next successful registered Offeror." The FAA reserves the right to review and verify the program eligibility of each offeror. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. All questions regarding the project/specifications/plans must be received in writing (Samantha.A.Pearce@faa.gov) no later than 3:00 p.m. CT, one (1) week before the closing date, to allow for responses to be provided before the due date for receipt of proposals. Per AMS Clause 3.2.2.3-63 SITE VISIT (CONSTRUCTION) (JUL 2004), a site visit is scheduled for 14 October 2025, at 1000 Local Time. Meet at Guest Check-In, Savannah Hilton Head International Airport, 100 Melaver Dr., Savannah, GA 31408. (GPS Coordinates: 32.137576, -81.207760). POC for the site visit is Johnathan Timms at (912)964-3161. Provide the names of attendees to the Contracting Officer at least four (4) days prior to the Site Visit. Attendance is strongly encouraged but not mandatory. Any responses received after the time specified may not be considered in accordance with AMS Provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. Note: The FAR references cited in SAM.gov do not apply to the Federal Aviation Administration (FAA), as the FAA has its own policies and guidance, which are referenced in the Acquisition Management System (AMS). PN - AC-25-05310 The contractor is responsible for accomplishing all items of work listed within the statement of work in accordance with applicable drawings and manufacturers' technical specifications. The scope of work includes the following: a) Pressure wash and clean existing concrete hardscapes including curbs, gutters, drainage flumes, splash pads, wheel stops, and sidewalks. b) Clean and prepare parking lot asphalt surfaces for seal coat application per seal coat manufacturer's written instructions. Surface preparation includes treating oil and grease spots with manufacturers recommend oil spot primer/sealer. c) Repair, seal, and patch existing cracks and soft spots in asphalt parking surfaces per seal coat manufacturer's written instructions. Existing cracks in asphalt parking must be repaired with products compatible with asphalt seal coating. Any patched areas must be fully cured prior to seal coat application. d) Apply two (2) coat parking lot seal coat system per manufacturer's written instructions and as indicated on plan: a. First coat must include: i. Clean, silica sand, 50/70 sieve (minimum 3-5 lbs. per 1 gallon of sealer). ii. High potency, acrylic emulsion-based additive for fast drying, performance boosting, color enhancing and viscosity building (minimum 1%-2%, no more than 3%). b. Apply second coat perpendicular direction of the first coat to ensure even coverage. c. Allow the first coat to dry sufficiently to take light traffic without scuffing prior to second coat application. The seal coating system must be fully cured prior to allowing vehicle traffic on the finished surface and application of parking lot striping traffic paint. e) Apply parking lot striping, fast drying 100% acrylic traffic paint at existing parking lot lines, stalls, markings, and stenciling (Handicap, Arrows, GOV, No Parking, Unloading) per manufacturer's written instructions. Color, markings, and layout to match existing. f) Apply parking lot striping, fast drying 100% acrylic traffic paint for two (2) new "No Parking" and hatching zones per manufacturer's written instructions. a. Match new hatching, stenciling, and layout to existing "No Parking" zone. b. Location: See aerial view with approximate locations along existing curb at GOV parking and Engine Generator Building. Coordinate exact location with onsite representative. c. Color: White. g) Replace two (2) existing rubber speed bumps and hardware at entrance and exit gates. a. Remove two (2) existing rubber speed bumps and hardware at entrance and exit gates. b. Provide and install two (2) new, heavy-duty/deluxe rubber, 72"x12"x3" (LxWxH), yellow/black, speed bumps at entrance and exit gates; one (1) speed bump per gate. c. Provide and install new heavy-duty/deluxe rubber, 9"x12"x3" (LxWxH), black end caps on new speed bumps; two (2) end caps per new speed bump. d. Fully adhere new speed bump/end caps using manufacturer compatible adhesive and secure with fourteen (14) inch galvanized steel, asphalt spikes per manufacturer's written instructions. i) Bollards: a. If able to remain in place after concrete modification: Prepare and paint existing bollards. i. Clean and prepare bollard surface to be painted per manufacturer's written instructions. ii. Apply one (1) coat of primer and two (2) coats of paint on existing bollards per the following: o Type: Exterior, Compatible with existing bollard material o Color: Match existing. o Apply primer and top coatings per manufacturer's written instructions. b. If unable to salvage bollards: Replace with like kind and: i. Apply one (1) coat of primer and two (2) coats of paint on existing bollards per the following: o Type: Exterior, Compatible with existing bollard material o Color: Match existing. o Apply primer and top coatings per manufacturer's written instructions. j) Remove existing dumpster doors. Provide and install two (2) new dumpster swing gates, Ametco Manufacturing Corporation or approved equal, per the following and manufacturers' written instructions: a. Type: Steel fence swing gates, Ametco Manufacturing Corporation or equivalent b. Style: Fixed louver with 80% direct visual screening c. Hinge Type: Heavy Duty, steel hinge with stainless steel pin and chrome ball bearing. d. Latch Type: i. Provide and install two (2) pad lockable cane bolts (one (1) per gate) with 5/8" x 18" stainless steel cane bolt. Provide and install new embedment sleeves sized to accept new cane bolt. ii. Provide and install a new swing gate, slide bolt latch. iii. New latches must be compatible with new dumpster, swing gates and installed per manufacturer's written instructions. e. Color: Provide manufacturer'sstandard color chart to onsite representative for selection. k) Replace existing lift with new, larger unit - Presto ECOA DSL Series or approved equal. Concrete modification will be necessary to accommodate the larger size - ensure any adjustments meet manufacture installation requirements. coordinate final location of the lift with the onsite representative. Install new lift in existing concrete base/pit and ensure final installation is compliant with manufacturer's written instructions, specifications, and warranty conditions. a. Minimum Capacity: 2000lbs b. Minimum Platform Size: 48"x72" Requirements: i. Throw over plate, 18"x Platform Width ii. Removable, 42" high steel guardrail with mid-rail and toe board. iii. Retrofit package for operator protection, and an excess flow protector prevent sudden drop in event hydraulic line is damaged. e. Motor: 3 HP f. Provide manufacturer's operation and maintenance manual g. Provide end user training of new lift functionality and periodic maintenance. h. Provide manufacturer's warranty documentation. l) Contractors must maintain a clean and organized site during construction. Upon passing the final Construction Acceptance Inspection (CAI), Contractor must clean up and demobilize without disruption. m) The Contractor must warranty material and workmanship for a period of one (1) year and/or no less than the manufacturers' materials warranty, starting from the date of final project acceptance by the FAA.
