The City of Frankfort, Kentucky was selected by the U.S. Environmental Protection Agency (EPA) to receive grant funds to inventory and assess Hazardous Substance and Petroleum Brownfield sites community-wide. The City is seeking the assistance of a qualified Consultant to implement all phases of the program and requests proposals that address the scope of services as described below. The objectives of the City of Frankfort's Brownfields Assessment Program are to: 1.Identify and inventory known and potential hazardous substance and petroleum contaminated Brownfields sites; 2.Select sites for further investigation; 3.Conduct up to nine (9) Phase I site assessments; 4.Conduct up to six (6) Phase II site assessments should contamination be found; 5.Prepare a "Remedial Action Plan" for up to seven (7) properties. 6.Document the overall Brownfields assessment program in the City to include information about the results of the assessment and strategies for redevelopment for selected sites. The following scope of work will be implemented through contracted Consultant services with project oversight and management provided by Frankfort's City Manager's Office. Throughout the process, both the City and selected consultant will coordinate closely with the EPA and the Kentucky Brownfields Coordinator. Frankfort prefers candidates to have previous experience working specifically with contamination as it relates to Brownfields Assessment. It is recommended that the contracted firm have a history and/or background knowledge of the regulations and guidelines set forth within the appropriate local and the Kentucky Environmental Protection Department, Brownfield and /or Voluntary Cleanup Program, Superfund, and/or UST program. SCOPE OF WORK The following sections provide detailed descriptions of the scope of work anticipated for this program as a whole. Respondents may propose modifications to project tasks or their sequencing if the modifications will maximize the use of the limited funds available and improve program outcomes. The EPA will only consider those Individuals or Firms with a qualified Environmental Professional on staff, as defined by the U.S. EPA All Appropriate Inquiries (AAI) Rule (40 CFR. 312.20). TASK DESCRIPTIONS Task 1 - Competitive Agreement Oversight: A project manager will ensure compliance with grant requirements. Tasks include oversight and performance reporting. Three people will attend EPA's National Brownfields Training Conference to learn best practices and identify ways to leverage federal resources. Key residential and business leaders will be asked to participate on a project Steering Committee. In addition, two project teams - a Community Engagement Team and a Technical Team - will be established to implement the project. Task 2 - Procuring Contractors - Establish a selection committee that includes key players in environmental advocacy, economic development and members of the targeted area. Create and advertise a RFP. The committee will review and rank proposals, select contractors to interview and select final contractors based on committee rankings and interview outcomes. Task 3 - Community Engagement: City staff will lead the Community Engagement team. Citizens will be involved in determining secondary sites, if needed, and reuse options. Frankfort will connect with the community through quarterly meetings, newsletters, digital portals, social media, and other outreach tools. The City will also partner with Franklin County Health Department to assess the impact of brownfields on public health. Frankfort will use the Agency for Toxic Substances and Disease Registry (ATSDR) Brownfields/Land Revitalization Action Model to foster community dialogue. City staff and their contractors will manage the engagement process. Task 4 - Site Inventory/Assessments/Cleanup/Reuse Planning: Frankfort will initiate and complete Phase I assessments The City plans to conduct Phase II assessments, in the targeted areas. These activities will be conducted by qualified environmental professionals and preceded with approved Quality Assurance Project Plans (QAPP). Lead - Procured environmental contractors will ensure that all Phase I and Phase II activities meet ATSM standards and comply with the All Appropriate Inquiries Final Rule. Cleanup/Reuse Planning: Cleanup/reuse plans will be developed by qualified experts, with significant input from the community. Proposed activities include: development of an Analysis of Brownfields Cleanup Alternatives (ABCA) for sites to be remediated; an infrastructure needs assessment to identify upgrades required to support growth; an area-wide land use plan that considers cleanup strategies for high priority brownfield sites, adaptive reuse of historic buildings, green infrastructure, energy efficiency, and Complete Streets; and an implementation strategy with business recruitment approaches, identification of public/private revitalization resources Task 5 - Health Monitoring: Bring the County Health Department on board as part of a steering committee to conduct health screenings throughout the targeted areas and monitor public health throughout the life of the grant and after grant closure. Late Submissions. A proposal received at the place designated in the RFP for the receipt of proposals after the exact time specified for receipt will not be considered unless it is the only proposal received or it is received before award is made and was sent by registered or certified mail not later than the fifth calendar day before the date specified for receipt of proposals. Otherwise, to be considered, the City must determine that the late proposal was due solely to mishandling by the City after receipt at the specified address. The City reserves the right to reject any and all proposals. The method of Contractor Selection has not been Determined at this time.
