Bids are invited for several items and quantities of work as follows: removing and disposing of 8-inches of existing asphalt pavement and base material, abandoned railroad rails and sleepers, reshaping and compacting existing railroad ballast, placing and compacting 6-inches of cement stabilized flexible base, and 2.5-inch reinforced hot mix asphalt concrete overlay, along with all appurtenances. Bidders are expected to inspect the site of work and to inform themselves regarding all local conditions. The Owner will award the contract to the lowest responsible bidder or to the bidder who provides goods or services at the best value for the Owner. Such considerations may include multiple awards from one solicitation. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Italy or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The City of Italy reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Italy for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
